The Ministry of Agriculture and Environment has issued a document responding to the petitions of voters in the following provinces and cities: An Giang, Can Tho, Gia Lai, forwarded by the Central Committee of the Vietnam Fatherland Front with the content related to waste classification at source, which is not feasible due to people's awareness and habits.
Voters believe that currently, the rate of waste classified at the new source is only modest, many places have not yet classified waste at the source.
The infrastructure for garbage collection and transportation after classification is not synchronous, leading to garbage being mixed up even after being separated.
In addition, many localities have also expressed concern about the lack of specialized waste treatment plants for each type of classified waste.
Vietnam's waste treatment system is currently mainly landfill, only a few factories are capable of treating recyclable waste and organic waste. This causes waste of resources and does not take advantage of the advantages of waste classification at source.
Requesting functional agencies to strengthen guidance and mobilization of people to comply with regulations. Propose to consider and propose synchronous solutions and funding support for localities to effectively implement the classification of domestic solid waste at source according to regulations.
Regarding this issue, the Ministry of Agriculture and Environment said that the Law on Environmental Protection 2020 has stipulated that domestic solid waste generated from households and individuals is classified according to the principle of recyclable waste, food waste and other waste.
The Ministry has developed and issued relevant documents in the work of classifying and managing domestic solid waste.
Timely issuance of official dispatches requesting localities to focus on preparing necessary conditions to implement regulations on classifying domestic solid waste in households and individuals according to the roadmap.
In parallel with the promulgation of the document, the Ministry also organizes practical implementation guidance in the locality.
Accordingly, sharing experiences in implementing new policies and regulations on domestic solid waste management; exchanging advantages and disadvantages; ways to increase efficiency in the implementation of domestic solid waste classification; collecting and transporting domestic solid waste after classification; reusing, recycling, and treating domestic solid waste.
Based on the document, guiding localities according to the assigned responsibilities in the Law on Environmental Protection to proactively develop, issue local-level documents and organize implementation, initially achieving some positive results.
To improve the effectiveness of solid waste management in the coming time, the Ministry of Agriculture and Environment recommends that People's Committees at all levels prioritize the allocation of funds and resources to carry out the work stipulated in the Law on Environmental Protection and documents guiding the implementation of the law.
Implement the content on solid waste management in the provincial planning, arrange land funds for domestic solid waste treatment areas, and promptly allocate land to deploy the construction and operation of domestic solid waste treatment areas in the area.
Allocate state budget funding from regular expenditure sources to effectively implement support for classification at source, collection, transportation, treatment of domestic solid waste and treatment of other types of waste arising in the area under the responsibility of the locality.
Construction and support the construction of public hygiene works, vehicles, equipment for collecting, managing and treating waste in public areas according to regulations.
Research and promote the implementation of preferential policies, support, incentives, and mobilize all investment resources for synchronous investment in infrastructure for the collection, transportation, and treatment of domestic solid waste; encourage socialization in the collection, transportation, and treatment of domestic solid waste.
