Discovering an illegal construction material gathering wharf on the Red River

Interdisciplinary forces patrol and control the construction material gathering site along the Red River in Hung Yen and discover unauthorized activities.

On the evening of November 12, the Traffic Police Department (CSGT) said that at 9:00 a.m. on November 12, 2025, the interdisciplinary forces conducted a patrol and control of the construction material gathering wharf area along the Red River at Km78, in Van Xuan commune, Hung Yen province.

Here, the working group discovered that the construction materials gathering wharf of Mr. Pham Quang K (born in 1969, residing in Van Xuan commune, Hung Yen province) had an inland watercraft with registration number TH-1649 anchored to load goods from the vehicle to the gathering site. The working group conducted an inspection according to regulations.

The inspection results showed that the TH-1649 vehicle had a total weight of 969.1 tons, owned and captained by Mr. Cao Van B (born in 1996, residing in Linh Toai commune, Thanh Hoa province).

Mr. B presented all the qualifications, professional certificates of those working on the vehicle and documents proving the origin and origin of the goods according to regulations.

Regarding the construction materials gathering wharf, Mr. Pham Quang K, the owner of the wharf, could not present any documents proving that it had been announced and licensed to operate a port, inland waterway wharf, or anchorage area according to the provisions of law.

Based on the inspection results, the working group drew up a record of administrative violations for the violations of Mr. Pham Quang K and Mr. Cao Van B according to the provisions of Decree No. 139/2021/ND-CP dated December 31, 2021 of the Government.

Mr. Pham Quang K was fined VND 27.5 million for organizing vehicles to anchor at locations that have not been announced or licensed to operate ports, inland waterway wharves, and anchorage areas as prescribed in Clause 3, Article 30 of Decree 139/2021/ND-CP.

Mr. Cao Van B was fined 7.5 million VND for anchoring a vehicle to unload and transport goods at locations that have not been announced or licensed for operation, as prescribed in Point c, Clause 6, Article 35 of Decree 139/2021/ND-CP.

In the coming time, the Traffic Police Department will continue to coordinate with functional forces to strengthen surprise inspections, strictly handle all violations; step up propaganda so that people know and voluntarily comply with regulations on waterways, violations will be strictly handled.
