Regarding the press's reflection on the dense illegal dumping of garbage and waste on Ring Road 2 and Ring Road 3, turning these main roads into polluted spots, causing loss of urban beauty, in Official Dispatch No. 6360/UBND-TTDLC dated December 2, 2025 of the City People's Committee, the Chairman of the Hanoi People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with relevant units to urgently inspect and handle information reported by the press;
At the same time, strictly handle violations (if any); report to the City People's Committee on the implementation results.
Previously, press reports showed that many sections of Hanoi's main traffic routes such as Ring Road 2 and Ring Road 3 were surrounded by garbage.
At the Ring Road 2 slope, near the Buoi - Lac Long Quan intersection, garbage piled up in patches, accompanied by countless pieces of broken glass thrown onto the road, posing a potential risk of causing accidents for passersby.
On Ring Road 3, Nguyen Xien section, the median strip is also covered with construction waste and household waste. Although the authorities have put up signs "No dumping area", theft still occurs openly, causing loss of urban beauty and increasing the risk of environmental pollution.
The situation of garbage surrounding the belt routes not only tarnishes the image of the city, but also leads to a series of serious consequences. pieces of broken glass and bricks thrown onto the road can cause slipping and flatulence, especially dangerous for motorbikes traveling at high speeds on the belt routes.
The prolonged stacking of garbage reflects gaps in management, supervision and sanctions for violations, and at the same time requires the urgent tightening of responsibility of infrastructure and urban environmental management units.
