According to the reporter of Lao Dong Newspaper, currently in many areas of Hanoi, illegal retail shopping activities (temporary markets, flea markets) still occur every day, especially in densely populated areas or old apartment buildings.
Faced with the situation of drugstores and temporary markets selling goods that do not ensure food hygiene and safety, encroaching on the roadway, causing traffic insecurity and urban beauty, the Hanoi People's Committee has directed the review of all drugstores and temporary markets in the area.

According to Mr. Nguyen Manh Quyen - Vice Chairman of Hanoi People's Committee, market management, ensuring food safety and related conditions are areas of high social significance, directly affecting people's lives, urban order and community health, requiring drastic, synchronous participation and regular and continuous maintenance.
In response to the determination to eliminate street markets and temporary markets in the capital, the People's Committee of Tu Liem Ward has implemented many synchronous measures to address the situation of street markets and encroachment, ensuring urban civilization and traffic safety. After propagating and mobilizing people, since the afternoon of November 13, the functional forces of Tu Liem ward have deployed the clearing of the fleg market, dismantling tarpaulins, advertising signs, and platforms encroaching on traffic safety corridors in Phu Do area.

According to Ms. Nguyen Thi Hien - Head of the Economic, Infrastructure and Urban Affairs Department of Tu Liem Ward, implementing the direction of the Hanoi People's Committee, the ward has developed a specific plan to clear 9 enthusiastic market locations; reorganize and reorganize the remaining 7 locations to ensure business activities in accordance with regulations. The ward also propagates, mobilizes and requires business households to sign a commitment not to encroach on sidewalks and roads. A mobile monitoring team was established to regularly inspect, promptly remind and resolutely handle cases of intentional violations and recidivism.
Also according to the representative of Tu Liem Ward People's Committee, during the peak period from November 12 to November 21, the ward will strengthen propaganda and mobilization work for people and take action to handle the locations of drug markets in the area. It is expected that by the second quarter of 2026, all markets will be strictly managed according to legal regulations.
Vice Chairman of Tu Liem Ward - Mr. Le Viet Bac Anh said that in the long term, the ward will propose the city to build new markets with suitable rental prices and support mechanisms so that people can convert to stable business activities. It is expected that there will be 2 new traditional market projects in the 2026 - 2030 period (K2 Cau Dien market and Me Tri market). When completed, these projects will create a site to help clear most of the current pests in the area.
"The People's Committee of the ward requires people not to encroach on sidewalks, roads, and alleys to go together as a place for business and trading; ensure urban order, traffic safety, environmental sanitation, and food safety. The ward police and the grassroots security and order protection team are assigned to maintain inspection and strictly handle violations," said Mr. Le Viet Bac Anh.
