Informing reporters of Lao Dong Newspaper on September 9, the leader of Vinh Hung Ward People's Committee (Hanoi) said that the ward has established a Working Group to inspect the vehicle parking lot at the Vinh Tuy bridge underpass area.
According to the leader of Vinh Hung Ward People's Committee, the underpass section of Vinh Tuy Bridge (inner city) in Vinh Hung and Vinh Tuy Wards is high enough to arrange parking for vehicles with a length of about 800m, of which the location under the management of Vinh Hung Ward is about 300m long, about 11m wide (half of the cross-section is under the bridge on Nguyen Van Vien Street).
Currently, the vehicle parking lot under Vinh Tuy Bridge is managed and used by Hanoi Parking Lot Exploitation Company Limited as a parking lot according to Decision No. 4769/QD-UBND dated September 29, 2010 of the City People's Committee on communication, reception, management and exploitation of works under the Vinh Tuy Bridge Construction Project.
At the time of inspection on September 3, the facility provided documents on the approval of temporary use of the overpass underpass for vehicle parking by the Department of Transport (now the Department of Construction); documents approving the temporary use of the overpass underpass for vehicle parking by the Hanoi People's Committee.
At the time of inspection, the vehicle parking lot under Vinh Tuy Bridge had 150 cars and 200 motorbikes of all kinds (of which the area under the administrative management of Vinh Hung Ward had 85 cars and 150 motorbikes of all kinds).
The vehicle parking lot publicly lists the parking fee according to the Appendix to the price of bicycle, motorbike, and car parking services issued with Decision No. 44/2017/QD-UBND dated December 15, 2017 of the Hanoi People's Committee; uses the ePass electronic payment application in managing parking lots.
Check fire prevention and fighting safety conditions at vehicle parking lots: Hanoi Parking lot Exploitation Company Limited has built a set of management records, monitoring fire prevention and fighting and rescue activities; fire fighting and rescue plans at the facility.
At the storage point, fire prevention and fighting equipment including: internal regulations, instructions, 60 handheld fire extinguishers (MFZ4, MFZ8, MT3) and 3 50kg ABC-style fire extinguishers; In addition, sand, shovels, water bottles and some tools are arranged to serve fire fighting and rescue when a fire occurs.
After inspecting the vehicle parking lot, the Vinh Hung Ward Working Group requested Hanoi Parking lot Exploitation Company Limited to ensure fire prevention and fighting and rescue work, regularly train the fire prevention and fighting team at the facility; collect fees according to the city's regulations, and at the same time collect non-cash fees.
Based on the actual situation in the city in the past time, the People's Committee of Vinh Hung Ward proposed that the People's Committee of Hanoi City and the Department of Construction stop the policy of allowing vehicle storage under Vinh Tuy Bridge; assign the road management unit (Traffic Infrastructure Maintenance Board) to relocate all vehicles in the bridge-underground area and organize site management; Departments and related branches should study investment in planting trees and lawns to ensure traffic infrastructure safety, prevent fire and explosion and improve urban aesthetics in the area.
