The Law on Road Traffic Safety and Order takes effect from January 1, 2025, and has many regulations related to drivers' control of vehicles.
In Article 21, regulations on the use of horn signals for vehicles participating in road traffic have been changed.
In Clause 12, Article 8 of the 2008 Road Traffic Law, one of the prohibited acts is: Honking and revving the accelerator continuously; Honking between 10pm and 5am, honking air horns, using high beams in urban areas and densely populated areas, except for priority vehicles on duty according to the provisions of this Law.
However, the Law on Road Traffic Order and Safety, No. 36/2024/QH15, has a separate provision regulating the use of horn signals.
Accordingly, Article 21 of this Law clearly states that drivers of vehicles participating in road traffic may only use horn signals in the following cases: Signaling to road traffic participants when a situation occurs. traffic safety may be impaired; Signaling to prepare to overtake a vehicle.
In addition, vehicle drivers: Do not use the horn continuously; Do not use a horn with an improper volume;
Do not use the horn from 10:00 p.m. the previous day to 5:00 a.m. the next day in densely populated areas, medical examination and treatment facility areas, except for priority vehicles.
Honking at the wrong place is not only an uncultured act but can also be punished according to the provisions of Decree 100.
For cars and car-like vehicles, illegal use of horns will be punished according to Article 5, Decree 100 as follows: Fine from 300-400 thousand VND if honking in urban areas and densely populated areas residing between 10:00 p.m. the previous day and 5:00 a.m. the next day; honking at places with signs prohibiting the use of horns except for priority vehicles as prescribed;
Fine from 800 thousand to 1 million VND if honking continuously; honk the air horn in urban areas and densely populated areas, except for priority vehicles on duty as prescribed.
For motorbikes and motorbikes, the use of horns after regulations is also severely punished according to Article 6, Decree 100. A fine of 100-200 thousand VND will be imposed on the driver if the horn is honked from 10:00 p.m. the previous day to 5 a.m. the next day in urban areas and densely populated areas; honking in places where the use of horns is prohibited, except for priority vehicles on duty according to regulations; If you honk continuously in urban areas or densely populated areas, the driver will be fined from 400-600 thousand VND.
Regarding regulations on the use of lights, in Article 20 of the law, drivers and operators of specialized motorbikes participating in road traffic must turn on their front lights from 6:00 p.m. the previous day to 6:00 a.m. the day before. after or when there is fog, smoke, dust, rain, or bad weather that limits visibility.
Drivers and operators of specialized motorbikes must turn off high beam lights and turn on low beam lights in the following cases: When encountering pedestrians crossing the street;
When traveling on roads through densely populated areas with active lighting systems; When encountering a vehicle traveling in the opposite direction, unless the median strip is anti-glare; When changing direction at an intersection.
In addition, drivers and operators of specialized motorbikes when performing work on the road must turn on the yellow warning light.
