According to Mr. Pham Viet Ha - Deputy Director of Quang Ngai Department of Construction, the planning of construction zoning is 1/2000 Ly Son urban area, with the orientation of Ly Son Airport planning with an area of over 161 hectares, including the estimated area of the airport and technical infrastructure, in An Hai commune, Ly Son district. In particular, the sea encroachment area accounts for more than 127 hectares.
The planning of sea encroachment to create new land funds and expand space to invest in building Ly Son airport is necessary. Because the current area of the island is not large and the population density is quite high, to ensure the airport specifications, ensure the safety of the aircraft when taking off/landing and building essential infrastructure for airports, forced to have planning planning plans. This solution is consistent with the provincial planning orientation and has been specified in the general planning and planning of Ly Son urban construction subdivision.
Also according to Mr. Pham Viet Ha, the planning of Quang Ngai province in the period of 2021-2030, vision to 2050 and the general planning to build Dung Quat Economic Zone until 2045 approved by the Prime Minister, orientation to build airports on Ly Son Island is a dual-use airport, combining military airports and civil airport level 4C. Exploitation capacity is expected from 3 million to 3.5 million passengers/year, meeting the exploitation of aircraft such as A320, A321 and equivalent.
Development orientation is the construction of airport infrastructure and infrastructure systems and services associated with airports; Developing logistics centers and road traffic networks, train stations connecting airport stations with other functional areas on the island.
On February 9, 2025, the Prime Minister Pham Minh Chinh had a meeting with the Standing Committee of Quang Ngai Provincial Party Committee. At the meeting, Quang Ngai province proposed the Government to have the highest mechanism and support for the central budget capital for the province to invest in building Ly Son airport in the form of BOT (Construction - Business - Transfer).
Prime Minister Pham Minh Chinh agreed in principle, assigning Quang Ngai People's Committee to work as a competent agency to study the policy of investing in building Ly Son airport in the direction of public -private cooperation. The Prime Minister noted that Quang Ngai province should carefully study the policy of building the airport, and in the process of implementation, it must coordinate closely with the Ministry of Defense to deploy in the direction of dual airport.
The Prime Minister emphasized that Ly Son Airport will serve tourism development, while ensuring security and defense. If Quang Ngai province is eligible and is beneficial, it should be implemented. In particular, special attention should be paid to the airport scale to ensure efficiency.
Ly Son is an island district in Quang Ngai province, 17 nautical miles from the mainland. The district has an area of about 10 km², a population of about 22,000 people. Each year, Ly Son Island welcomes over 200,000 visitors.
