On August 31, the Ho Chi Minh City People's Committee sent a document to the Prime Minister reporting on the submission of the overall pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project.
The entire route is 207km long, with phase 1 building 4 lanes, with emergency lanes arranged continuously and a median strip between the two directions of traffic. This phase will also clear the land at once according to the 8-lane plan to facilitate future expansion.
The total investment of the Ho Chi Minh City Ring Road 4 project is estimated at about 128,063 billion VND.
Of which, the Ho Chi Minh City section is 17.3km long (VND14,089 billion); the section through Ba Ria - Vung Tau is 18.1km long (VND7,972 billion); the section through Dong Nai is 45.6km long (VND19,151 billion); the section through Binh Duong province is 47.5km long (VND19,827 billion); the section through Long An province is more than 78km long (VND67,024 billion).

Recently, the Ho Chi Minh City People's Committee has issued an official dispatch requesting the People's Committees of the provinces to focus highly and urgently coordinate with the Ho Chi Minh City People's Committee to complete the pre-feasibility study report and submit it to the Ministry of Planning and Investment before September 10.
The Ho Chi Minh City People's Committee proposed that the Prime Minister approve the plan to prepare a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project. In addition, it is necessary to study and propose specific mechanisms and policies applicable to the entire route.
Ho Chi Minh City will take the lead in coordinating with localities and relevant units to research, complete the dossier, submit it to competent authorities for appraisal and submit it to the National Assembly for decision on investment policy in the October 2024 session.
The Ho Chi Minh City People's Committee also proposed that the Prime Minister assign the Ministry of Planning and Investment to take the lead in advising on the organization of the appraisal of the pre-feasibility study report according to regulations. At the same time, report to the Prime Minister on the balance and allocation of central budget capital for the project, and report to the National Assembly Standing Committee to register the working program in the October 2024 session.
Previously, on August 12, the Ho Chi Minh City People's Committee sent an urgent document to the Prime Minister proposing specific mechanisms and policies applicable to the entire Ho Chi Minh City Ring Road 4.
According to the proposal, the provincial People's Committee is assigned as the governing body, and is allowed to use local budgets and other legal capital sources to invest in projects on Ho Chi Minh City's Ring Road 4; and is allowed to use local budgets to support other localities in carrying out projects (such as Thu Bien Bridge between Dong Nai and Binh Duong provinces).
The central budget supports the provinces (Binh Duong, Dong Nai and Ba Ria - Vung Tau) with 50% of the total budget capital participating in the project. Particularly, the section through Long An province proposes that the central budget support 75% of the total budget capital participating in the project. Particularly, Ho Chi Minh City will balance the capital itself.

The Ho Chi Minh City area is planned to be surrounded by 3 belt routes, helping to reduce inner-city congestion and connect the Southern Key Economic Zone.
In addition to Ring Road 4, Ring Road 3, which passes through Ho Chi Minh City and the provinces of Binh Duong, Dong Nai, and Long An, is more than 76km long and is being implemented with a plan to complete in 2026.
Beltway 2 is located entirely within Ho Chi Minh City, about 64 km long, with 14 km (divided into 4 sections) not yet completed.
