Voters in Nghe An province reported that about 100 households on both sides of National Highway 46C, the section passing through Xuan Loc hamlet (old Nghi Loc district) are often flooded every time there is heavy rain.

Receiving the voters' petition, the Ministry of Transport (now the Ministry of Construction) has directed the resolution and issued Official Letter No. 1361/BGTVT-KCHT dated March 26, 2024 to the National Assembly Delegation of Nghe An province to inform voters.

The section through Xuan Loc hamlet on National Highway 46C has had a drainage ditch added in the project: "Repairing damaged roadbeds and surfaces at Km14+020 - Km16+020; Repairing drainage ditches at Km4+441 - Km5+592 (P); Raising the median strip between Km18+700 - Km21+100; reinforcing the upstream culvert at Km54+990; Completing the traffic safety system at Km0+00 - Km55+400, National Highway 46C, Nghe An province" with a budget of 19.6 billion VND.
The project started construction on June 13, 2025, and is now completed, including the drainage ditch section Km4+441 - Km5+592.
Implementing the provisions of Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, after reaching agreement with the People's Committee of Nghe An province, the Ministry of Construction has proposed and issued a decision to transfer assets of road traffic infrastructure (including National Highway 46C) from the Ministry of Construction to the People's Committee of Nghe An province.
According to regulations, the People's Committee of Nghe An province is responsible for organizing the implementation of management, exploitation, maintenance and investment after receiving assets for road traffic infrastructure. Therefore, it is recommended that National Assembly deputies give their opinions to the People's Committee of Nghe An province to continue to resolve the contents related to voters' recommendations according to their authority.
