Prime Minister Pham Minh Chinh has just signed document No. 500/TTg-KSTT dated May 4, 2025 on the determination of the authority to handle administrative procedures of district-level authorities.
The above document aims to ensure effective implementation, without interrupting the management, monitoring, reception, and settlement of administrative procedures for people and businesses when the operations of district-level local governments and 2-level local government organizations end.
According to the above document, the Prime Minister requested ministries and ministerial-level agencies to urgently complete the review of 346 administrative procedures under the authority of district-level authorities.
In particular, the Ministry of the Interior has 58 procedures; The Ministry of Agriculture and Environment has 55 procedures; The Ministry of Education and Training has 48; The Ministry of Finance has 37 procedures; The Ministry of Construction has 36 procedures; The Ministry of Justice has 33 procedures; The Ministry of Health has 25 procedures; Ministry of Industry and Trade has 21 procedures; Ministry of Culture, Sports and Tourism has 11 procedures; Ethnic ministry and religion have 10 procedures; Government Inspectorate has 9 procedures; The Ministry of Public Security has 2 procedures; The Ministry of Defense has 1 procedure.
In particular, some district-level administrative procedures related to traffic must be reduced as follows: reissuing vehicle registration certificates; re-declaring inland waterway wharf operations; re-registering vehicles in case of transferring vehicle ownership and changing the vehicle registration agency; first-time vehicle registration for unused vehicles on inland waterways, re-registering vehicles in case the vehicle owner changes headquarters or the place of vehicle owner's permanent residence registration to another provincial-level administrative unit...
Below are details of 36 procedures that the Ministry of Construction at the district level must cut:




The Prime Minister requested units to proactively issue legal documents according to their authority to carry out the reduction and determine the authority to handle administrative procedures of district-level authorities, to be completed before June 10, 2025.
In case it is necessary to develop a decree of the Government, urgently send it to the Ministry of Justice for appraisal before May 10, 2025, submit it to the Government before May 30, 2025; report to the Prime Minister the results before May 10, 2025.
Ministries and ministerial-level agencies promptly announce and publicize administrative procedures immediately after amending regulations to serve as a basis for localities to announce a list of administrative procedures applied in provinces and cities.
The Prime Minister requested the People's Committees of provinces and cities directly under the Central Government to publish, openly and organize the implementation of administrative procedures in the province and city in accordance with the National Assembly's Resolution No. 190/2025/QH15 dated February 19, 2025 on handling a number of issues related to the organization of the State apparatus, the Prime Minister's direction in Official Letter No. 219 Administrative procedures for people and businesses when arranging and streamlining the organizational structure and the provisions of the law on administrative procedure control.
The Government Office monitors and urges the implementation of cuts, determines the authority to handle administrative procedures related to the termination of the operation of district-level local governments and 2-level local government organizations; promptly synthesizes and reports to the Prime Minister on issues beyond its authority.
