5 years ago, Nhat Viet JVE Environmental Group Joint Stock Company sent an official dispatch to the Hanoi Party Committee and People's Committee on the proposal for a "Comprehensive solution" to renovate To Lich River to become "To Lich Historical - Cultural - spiritual Park" with capital from the Japanese side. This project will renovate the entire 14.6 km of the To Lich River.
This project has 4 specific criteria: No impact on residential areas, areas along both sides of the river; Renovation according to actual size, corridors along the river, embankments, riverbeds, and underground sections under the river; Handling the root cause of stench and sources of pollution both inside and outside the river; Building a system of wells and underground tunnels to prevent flooding for the entire To Lich River basin; Construction of a landscape "To Lich Historical - Cultural - spiritual Park".

In 2008, Hanoi City had a project to pump water from the Red River into West Lake, then flow into the To Lich River to circulate the flow.

Also in 2019, Nhat Viet Environmental Fertilizer Joint Stock Company (JVE) piloted the cleaning of To Lich River (near Hoang Quoc Viet and Cau Giay streets) using Nano-Biorector technology.
