On July 20, due to the complicated developments of storm No. 3 (Wipha), the Waterway and Inland Waterway Vehicle Inspection Department issued an urgent dispatch on temporarily suspending the licensing of passenger transport vehicles in Quang Ninh province from leaving ports and wharves.

The document stated that from July 20, 2025, all tourist ships operating in Ha Long Bay, as well as ships transporting passengers to islands and between islands, are temporarily suspended from leaving port to ensure absolute safety for passengers, crew members and vehicles.

In addition, for vehicles returning to the mainland to return to customers, the license will continue to be granted.

The Waterway and Inland Waterway Vehicle Inspection Department requires relevant units to continue to closely monitor weather developments through official hydrometeorological forecasts; promptly notify ship owners, wharves, captains and related parties to take proactive preventive measures, ensure absolute safety for people and vehicles; do not be subjective or negligent in the face of the effects of the storm.
