Decree 293/2025/ND-CP stipulates the new minimum wage applied to employees working under labor contracts, replacing Decree 74/2024/ND-CP. Accordingly, the minimum monthly salary in 4 regions includes:
Region I: VND 5,310,000 (increased by VND 350,000);
Region II: VND 4,730,000 (up VND 320,000);
Region III: VND 4,140,000 (up VND 280,000);
Region IV: VND 3,700,000 (up VND 250,000).
The Social Insurance Law stipulates that the monthly salary for compulsory social insurance contributions must not be lower than the regional minimum wage for workers doing the simplest work under normal conditions. Therefore, from January 1, 2026, the minimum wage used as the basis for compulsory social insurance contributions will also increase correspondingly in each region, equal to the above minimum wage.
Regarding the contribution rate, employees contribute 8% to the pension fund for "death". Employers contribute 14% to the pension fund - death, 3% to the insurance fund - maternity and 0.5% to the insurance fund for work-related accidents and occupational diseases.
