According to Plan No. 85 recently issued by the People's Committee of Thai Nguyen province on the implementation of the arrangement and reorganization of administrative units (ADUs) at all levels and the development of a 2-level local government model, the time frames for merging provinces and arranging ADUs at the commune level have been specifically stated.
Regarding the formulation of plans for arrangement of communal units, People's Committees of districts and cities will review and propose plans to arrange communal units, plans to arrange cadres, civil servants, officials and district workers to send to the Department of Home Affairs. The draft of the commune -level DVHC arrangement project will be completed before April 15, 2025.
Regarding the development of the Provincial Merger Project, agencies, units and localities will review and provide data on the area, population of administrative units at the commune, district, provincial levels and the apparatus arrangement plan before April 12, 2025. The draft project to merge provinces will be completed before April 15, 2025.
The voter consultation on the Project on the arrangement of administrative units will take place on April 18 and 19, 2025, the results will be compiled and reported before April 22, 2025. The dossier and Project on arranging administrative units at all levels will be completed and submitted to the Ministry of Home Affairs for appraisal before May 1, 2025.
Plan No. 85 of the Thai Nguyen Provincial People's Committee also mentioned the settlement of regimes and policies for redundant cadres, civil servants, public employees, and workers. Plan and roadmap for arranging and handling headquarters and public assets after arrangement, updating and adjusting the process of handling administrative procedures on the administrative procedure settlement information system to ensure smoothness.
