Deployed since 2020, the project to upgrade and renovate National Highway 4B, section Km3+700 - Km18, with a total investment of more than 988 billion VND, invested by the Lang Son Provincial Construction Investment Project Management Board, is being constructed on National Highway 4B, section through Cao Loc and Loc Binh districts.
As Lao Dong Newspaper reported in early 2024, at that time, the project encountered many difficulties in site clearance, many households whose land was to be recovered did not agree to receive compensation and support funds to hand over the site to the project, especially in Gia Cat commune, Cao Loc district.

Understanding the people's thoughts and aspirations, Lao Dong Newspaper reporters found that there are two reasons why people do not agree. Firstly, households do not know whether they are eligible for resettlement or not. Secondly, they are concerned about the low compensation amount (equal to 50% of the property value) due to the construction of houses and other works on agricultural land (construction before 2014).
After that, the propaganda and mobilization work for the people was strengthened, the problems were gradually resolved in each case, minimizing the disadvantages of the people while still ensuring compliance with the provisions of the law...

"After a month since the newspaper published the article, people gradually understood, more than 30 households agreed to receive compensation and hand over the land to the project. For households that still have requests and questions, beyond the authority of the district, the district has reported to the province and there have been results of handling" - Mr. Hoang Manh Cuong - Vice Chairman of Cao Loc District People's Committee informed reporters in early February 2024.
Returning to the project route of Upgrading and renovating National Highway 4B, section Km3+700 - Km18, after 1 year, Lao Dong Newspaper reporter recorded that the section of the route, tens of kilometers long, passing through Gia Cat commune, Cao Loc district, has completed all important items, the new road has been paved with wide, smooth asphalt and has a median strip in the middle, so vehicles can easily circulate.

Mr. Hoang Van Hoat - a resident of Co Luong village, Gia Cat commune (currently living and working in Hanoi) - shared: "The new National Highway 4B runs right in front of my house. This year, when I went back to my hometown to celebrate Tet, I was really surprised because the road was completed, very wide and beautiful. It only takes a few minutes from my house to Lang Son city. Hopefully, the new main road will create momentum for Gia Cat hometown, Cao Loc district in particular and Lang Son province in general to develop further."
Along with that, a resettlement area of more than 2 hectares with synchronous and modern technical infrastructure has been built in Bac Dong 1 village, Gia Cat commune (adjacent to the project road). This resettlement area with more than 120 plots of land currently has dozens of households coming to build houses and stabilize their lives.

Speaking to Lao Dong Newspaper reporters, Mr. Hoang Manh Cuong - Vice Chairman of Cao Loc District People's Committee - said that the main route of the National Highway 4B Upgrade and Renovation project, section Km3+700 - Km18, has completed site clearance since March 31, 2024; the secondary route leading to Na Pinh (Tan Lien commune, Cao Loc district) will be completed before April 30, 2025.
According to the representative of the Lang Son Provincial Construction Investment Project Management Board, the main items of the project have been completed, with the volume reaching about 99%, and the road has been opened to traffic to serve the travel needs of the people.
