On the morning of December 1, in Gia Lai, Dak Lak and Khanh Hoa provinces, police and military units simultaneously launched the Quang Trung campaign - building houses for people collapsed due to floods, with more than 1,500 houses (Gia Lai 674 houses, Dak Lak 684 houses, Khanh Hoa 152 houses), helping people in flooded areas have a shelter before Tet.

The historic flood at the end of November left 108 people dead and missing, nearly 1,000 houses completely collapsed, nearly 3,400 houses were severely damaged... causing damage of nearly VND 16,200 billion. The Quang Trung campaign demonstrates the spirit of speed and boldness in building houses for families swept away and collapsed by natural disasters. The construction work started from December 1 and must be completed by January 31, 2026 (before Tet).

"Absolutely 3 milestones must be set: Roofed and slightly damaged houses must be repaired before December 10. Heavily damaged houses must be completed before December 31. Completely collapsed houses must be repaired before Tet. If people still have a curtain on the ground at the moment of entering the new year, we will make mistakes with the people" - the Prime Minister emphasized.

Of which, the total number of houses built by units of the Ministry of National Defense in the area supporting construction workers is 246, including 70 houses in Gia Lai; 151 houses in Dak Lak; 25 houses in Khanh Hoa.

According to the plan, the cost of supporting house construction is from 170 - 200 million VND/house guaranteed by the locality (from central and local funding sources and other legal support sources). The house type is built according to a model designed by the locality.

Colonel Nguyen Xuan Son - Deputy Political Commissar of the Gia Lai Provincial Military Command - said that in this campaign, the Provincial Military Command is in charge of building 120 houses for the people. The unit has directed the Command Committees of the areas to concentrate forces to help people rebuild their houses after floods. Currently, each area has 2 construction teams, in coordination with units of the Ministry of National Defense and the Military Region for implementation.

"This morning, the unit has concentrated its forces and assigned each specific task. Construction will begin this afternoon. Required to be completed as soon as possible so that people have a home to welcome Tet" - Colonel Nguyen Xuan Son informed.

Mr. Cao Thanh Thuong - Director of the Department of Agriculture and Environment of Gia Lai province - said that the province supports each household with a house collapsed due to floods with 60 million VND (from the provincial budget), along with policies related to land support. In addition, there are people's funds and other socialized sources, if any. In addition, military units, police and local forces also contributed working days to help people build houses.

"The house is built according to the design of the Department of Construction. Households whose houses have collapsed but are not in high tides or landslides will rebuild their houses in their old locations. For households with collapsed and damaged houses in the risk area, we will mobilize them to relocate to resettlement areas according to the province's plan" - Mr. Thuong said.

The army launched a rapid campaign

To speed up the progress, contributing to the success of the rapid campaign to rebuild houses for people in the spirit of the Prime Minister's direction, Military Region 5 organized 100 construction teams, each team has 12 - 15 officers and soldiers, including 3 - 4 highly skilled construction workers. The Ministry of National Defense increased support for the construction of more than 200 houses.

Participating forces include Division 2, Division 315, Brigade 572, 573, 574, 575, 280, 368; three Military Region agencies; Military Commands of Dak Lak, Quang Ngai provinces, Da Nang city; Coffee Company 15 and Economic - Defense delegations... For Gia Lai province: Provincial Military Command built 30 houses; Naval Region 3 35 houses; Coast Guard Region 2 built 25 houses.

In Khanh Hoa province: The Provincial Military Command built 15 houses; Special Forces Brigade 5 built 25 houses. The implementation budget is expected to be mobilized from the central, local budgets, enterprises and other legal sources.

In Da Nang, on the morning of December 1, nearly 100 officers and soldiers with expertise in construction departed for the flood to help people rebuild their houses. Colonel Tran Huu Ich - Member of the Standing Committee of the City Party Committee, Commander of the City Military Command - has thoroughly grasped the task of assigning forces to work to ensure discipline and absolute safety during the mobilization process; maintaining the spirit of solidarity and proactively overcoming difficulties.

Major General Tran Thanh Hai - Deputy Commander of Military Region 5 - said that the direction of the Prime Minister, deploying tasks according to the motto "Quang Trung Campaign" - rapid and bold. The Deputy Commander of Military Region 5 requested localities to review the correct subjects, arrange safe land funds, prepare materials, ensure accommodation and means for construction forces. Military Region 5 will establish a Forward Command Headquarters in Tuy Hoa (Dak Lak) for general operation. The units must complete preparations and start construction simultaneously from December 1, striving to hand over houses before January 31, 2026 so that people can celebrate Tet in their new homes.

In Khanh Hoa, the Provincial Police have started construction of 8 new houses. Colonel Nguyen Ba Thanh - Deputy Director of the Provincial Police - said that the cost of each apartment was more than 100 million VND. He requested the construction units to ensure quality and hand over the houses before December 31, 2025, helping people soon stabilize their lives and work with peace of mind.

In parallel with the police force, the Provincial Military Command coordinated with Naval Region 4 to establish 40 teams of workers to support people in rebuilding their houses.

Colonel Nguyen Tuy - Commander of the Khanh Hoa Provincial Military Command - requested agencies and units to seriously implement the plan, coordinate with local authorities and families to evaluate the results, learn from each support period; at the same time, commend and reward collectives and individuals who have completed their tasks well.

In Lam Dong, as soon as the flood receded, the authorities took all their efforts to support people to overcome the consequences and develop resettlement plans for vulnerable areas, especially households near the Da Nhim Hydropower Plant discharge gate.

Mr. Dinh Viet Dung - Chairman of D'ran Commune People's Committee said that the locality is coordinating with specialized agencies to review the entire area at risk of deep flooding to find long-term solutions to stabilize people's lives.

Statistics in Lam Dong show that 76 houses were severely damaged during the flood, concentrated in D'ran and Ninh Gia communes. The province announced a maximum support level of 120 million VND for completely collapsed houses (40 million VND from the commune budget, 80 million VND from the provincial Fatherland Front); flooded, partially collapsed or severely damaged houses are supported with 20 - 40 million VND depending on the level of damage. The province strives to complete the construction and hand over the new house before January 31, 2026.
