According to statistics, as of February 28, 2025, in Thanh Hoa province, there are 469 cadres, civil servants, public employees, and contract workers of departments, branches, sectors, and units under the Provincial People's Committee and the People's Committees of districts, towns, and cities who have submitted retirement applications according to Decree No. 178/2024/ND-CP.
Units with many cadres, civil servants, public employees, and contract workers applying for early retirement include: Transport Inspectorate, Social Protection Center, Lam Control Department, Drug Rehabilitation Center No. 1, Thieu Hoa District People's Committee...
It is known that in order to have a source of funding to implement the regimes and policies according to Decree No. 178/2024/ND-CP dated December 31, 2024 and Decree No. 16/2025/ND-CP dated February 4, 2025 of the Government, the Thanh Hoa Department of Finance has sent a document to the Provincial People's Committee to report to the Ministry of Finance, proposing the need for additional funding in 2025.
Accordingly, the additional funding demand is nearly 796 billion VND, of which the budget for implementing policies and regimes for people retiring early and quitting work under Decree No. 178 is more than 583 billion VND; the additional funding due to the Government's adjustment of the allowance level under Decree No. 16 is more than 212 billion VND.
