On November 2, speaking with a reporter from Lao Dong Newspaper, a representative of the Department of Home Affairs of Thanh Hoa province said that the Department had submitted a document to the Provincial People's Committee on approving the plan to reorganize public service units and state-owned enterprises under the province's management.

According to the representative of the Thanh Hoa Department of Home Affairs, from July 1, 2025 to present, implementing the model of organizing local government at two levels, the whole province has arranged and reduced 1 public service unit under the Provincial People's Committee, 2 public service units under the professional agency of the Provincial People's Committee; reorganized 78 public service units at the commune level to transfer to the Provincial People's Committee, specialized agencies under the Provincial People's Committee for management and established 166 new public service units at the commune level.
For the education sector: Currently, the whole province has 1,944 educational institutions. According to the arrangement plan, the University of Culture, Sports and Tourism will be merged into Hong Duc University. The two colleges, the Medical College and the College of Agriculture, will remain the same. Thanh Hoa Industrial College will be reorganized on the basis of merging Nghi Son Vocational College, Bim Son Vocational College and College of Technology.
Maintain Thanh Hoa Transport Vocational College, Thanh Hoa Mountainous Vocational College and Thanh Hoa Tourism and Commerce College; convert Thanh Hoa Vocational College for Youth and Ethnic Minorities with Special Difficulties into a public specialized educational institution for people with disabilities.
Thach Thanh Vocational College and Nga Son Vocational College will be converted into two vocational secondary schools. In addition, 19 vocational education and training centers - vocational education and training centers with class sizes that do not meet regulations will be merged into 10 vocational secondary schools equivalent to high school level, under the Department of Education and Training, to provide public services in inter-commune and ward areas.
After the arrangement, the whole province still has 24 public educational institutions including 1 university, 3 colleges, 3 autonomous continuing education institutions, 16 vocational secondary schools and 1 specialized education institution - a decrease of 14 institutions compared to the present.
In the health sector: The Department of Health currently has 71 public service units, reducing 547 focal points such as commune and ward health stations. At the same time, the level of regular spending autonomy will be increased with 11 units and new 166 health stations will be established under the People's Committees at the commune level, ensuring compliance with the management decentralization policy.
Judicial sector: The Department of Justice currently has 4 public service units, including 3 units that self-guarantee a part of regular expenditures (Notes Department No. 1, Notary Department No. 2 and Property Auction Service Center) and 1 unit guaranteed by the State (State Legal Assistance Center). By 2028, this number will be 2 units, a decrease of 2 units compared to the present.
Science - technology sector: Maintain the Center for Technical Standards for meticulous Quality and Application of science and technology transfer, along with the Center for Information Technology and Communications; at the same time, build a roadmap for financial autonomy before 2030. In addition, the province will establish a new Center for Startup Support and Innovation.
Agricultural and environmental sector: ahead of schedule Thanh Hoa Agricultural Institute, Management Board of Forest Protection, Environment and Natural Disaster Prevention Fund, Thanh Hoa Agricultural Extension Center, 2 National Park Management Boards, 2 Nature Reserve Management Boards and 8 Protective Forest Management Boards.
Establish a Land Fund Development Center under the Provincial People's Committee (on the basis of reorganizing the Land Fund Development Center under the Department of Agriculture and Environment); reorganize the Thanh Hoa Fishing Port Management Board on the basis of receiving the original status of the Fishing Vessel Inspection Center; at the same time, dissolve 26 Agricultural Service Centers, transfer functions, tasks and officials to the Public Service Provisioning Center under the People's Committees at the commune level.
