The National Assembly Standing Committee passed a Resolution on the arrangement of district and commune-level administrative units in Ninh Binh province for the 2023-2025 period. Accordingly, Hoa Lu City (Ninh Binh Province) was established on the basis of merging the entire area and population of Hoa Lu District and the entire area and population of Ninh Binh City.
At the district level, Ninh Binh province will establish Hoa Lu city as a class I urban area under the province (on the basis of merging the current status of Hoa Lu district and Ninh Binh city).
After its establishment, Hoa Lu city had a natural area of 150.24 km2 and a population of 238,209 people. Hoa Lu city borders Yen Khanh, Gia Vien, Nho Quan, Yen Mo districts, Tam Diep city and Nam Dinh province.
After the arrangement, Hoa Lu city has 20 commune-level administrative units, including 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes, including: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.
Ninh Binh province has also developed a plan to arrange and resolve redundant district- and commune-level officials, civil servants, and non-professional workers at the commune level after the reorganization of administrative units; on the arrangement of headquarters, surplus public assets, and funding for the implementation of administrative unit reorganization.
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that the National Assembly Standing Committee's approval of the Project on rearranging district and commune-level administrative units of Ninh Binh province for the period 2023 - 2025, including the establishment of the new Hoa Lu city, is an event of special significance, decisive and a breakthrough for socio-economic development, promoting the potentials, cultural and historical values of the locality, and is the driving force for economic development of the province. This also meets the legitimate aspirations of the Party Committee, government and people in Ninh Binh province. The merger of Ninh Binh city and Hoa Lu district into Hoa Lu city has demonstrated the unity, determination and perseverance of the Party Committee, government and people of Ninh Binh province over many terms.
The Resolution of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2025 period of Ninh Binh province takes effect from January 1, 2025. Therefore, Ninh Binh province is speeding up the completion and arrangement of the administrative apparatus of the new Hoa Lu city.
