Project delayed for many years
Information from the People's Committee of Nghe An province said that it has directed the Provincial Inspectorate to preside over and coordinate with the Department of Construction, Department of Agriculture and Environment and related units to conduct an inspection of the Complex Sports and Ecological Urban Area Project in Vinh Phu ward invested by Cua Lo Sea Golf Joint Stock Company. The decision was made after the Department of Finance had a detailed report pointing out many inadequacies at the project.
According to a report by Cua Lo Sea Golf Joint Stock Company sent to departments, branches and Vinh Phu Ward People's Committee on April 4, 2026, the enterprise said that by 2016, the detailed planning of the project had been announced and more than 12 billion VND had been spent on project preparation. The implementation process was then suspended due to the policy of planning on both sides of Vinh - Cua Lo Avenue, the impact of the COVID-19 epidemic and the merger of administrative boundaries. The company also said that from 2020 to now, it has repeatedly proposed project implementation but has not been specifically guided on implementation.
However, Vinh Phu Ward People's Committee affirmed that, besides force majeure factors, the main reason leading to the project being prolonged for more than 10 years without implementation is that the investor was not decisive, not serious and did not closely coordinate with state management agencies. The Department of Finance in a report sent to the Provincial People's Committee on May 8, 2026 also had a similar assessment. The fact that the project has been stalled for many years and has not been updated in the annual land use plan has directly affected people's lives and caused frustration through many voter contact sessions.
Appointing project investors without bidding
One of the issues pointed out by the Nghe An Provincial Department of Finance is that right from 2014, the Provincial People's Committee appointed Cua Lo Sea Golf Joint Stock Company as the project investor without going through land use right auctions, without bidding to select investors, which is not in accordance with the provisions of the 2013 Land Law and Decree 71/2010/ND-CP of the Government on housing.
The detailed plan of the project approved for adjustment in 2016 adjacent to Vinh - Cua Lo Avenue, 160m wide, but by August 2019, the Provincial People's Committee issued Decision 3228/QD-UBND, the Avenue is only 95m wide and no longer adjacent to the project. This makes the detailed plan of the project no longer suitable for the planning of both sides of the Avenue as well as the planning of Nghi Phu commune sub-area that has been approved. The land price for calculating compensation approved in 2016 cannot also be applied when the 2024 Land Law has abolished the land price frame, requiring calculation according to specific land prices or market-closed price tables.
The environmental impact assessment report approved in 2016 is also no longer consistent with the actual situation of population, ecology and current waste and wastewater treatment standards. The agencies consulted have not reached a consensus on the continued implementation of the project. The Department of Agriculture and Environment only proposed to review the dossier; The Department of Construction said that the project is being summarized and considered for handling by the Provincial Inspectorate. Meanwhile, Vinh Phu Ward People's Committee proposed that if the investor does not ensure capacity or the project scale is no longer suitable, it should consider a recovery plan.
Before the recommendations from the Department of Finance, the People's Committee of Nghe An province issued a decision assigning the Provincial Inspectorate to preside over and coordinate with relevant departments and branches to comprehensively inspect the project. This is a drastic step to definitively resolve the situation of suspended projects for many years, return legitimate rights to the people and ensure the strictness of the law.
