Regarding the case of a household encroaching and illegally constructing structures on national defense land (in Ha Long commune, Ha Trung district, Thanh Hoa), in recent days, this household has had people dismantle the violating items.

According to Lao Dong Newspaper's actual records in this area, Mr. Pham Thanh Quy's family had people dismantle most of the equipment in 3 houses, and proceeded to demolish and remove the roofs of illegally built houses.
Discussing the incident, Mr. Tong Van Tuyen - Chairman of the People's Committee of Ha Long Commune, Ha Trung District, Thanh Hoa Province - said that with the encouragement of the local government and Ha Trung District, the family of Mr. Pham Thanh Quy (permanent resident in Ninh Binh) voluntarily sent people to dismantle the illegal construction.
“The plan is to finish on December 5th, however, due to the large amount of work, Mr. Quy’s family has requested to complete it by December 15th. If the family does not complete it by that time, the local government will make a proposal to the relevant agencies to implement demolition measures according to regulations,” said Mr. Tuyen.
Previously, as Lao Dong reported, after learning about the case of a household (in Ninh Binh province) illegally constructing a structure on commune land and national defense land (in Ha Trung district, Thanh Hoa), the provincial Department of Natural Resources and Environment stepped in to inspect and verify.
Through inspection, it was determined that the total area of land invested by Mr. Pham Thanh Quy's family in the valley area (in Ha Long commune, Ha Trung district) was more than 79,000m2. Of which, 55,818m2 of land was allocated by Thanh Hoa Provincial People's Committee to Division 390 (Army Corps 1) in 2003, and more than 23,000m2 of land was managed by Ha Long commune.
Of this area, Mr. Quy's family has built many structures such as houses, swimming pools, stone-paved yards, octagonal huts, and livestock barns.

Then, on November 25, 2022, the People's Committee of Thanh Hoa province issued Decision No. 4109/QD-XPHC, on administrative sanctions against Mr. Pham Thanh Quy's household (in Bac Son ward, Tam Diep city, Ninh Binh province) with an amount of nearly 130 million VND and forced to pay an additional amount of more than 11 million VND due to illegal profits from committing the violation.
Along with the administrative penalty, Thanh Hoa Provincial People's Committee also required Mr. Pham Thanh Quy's household to restore the original state as before the violation and return the occupied land.
In October 2024, the People's Committee of Thanh Hoa province issued a document agreeing to extend the enforcement decision of the People's Committee of Ha Trung district for this illegal construction. The deadline is December 31, 2024.
