According to a reporter from Lao Dong Newspaper at the Hanoi Public Administration Service Center, branch No. 1 (No. 258 Vo Chi Cong Street, Xuan La Ward, Tay Ho District) at 4:25 a.m. on May 12, there were dozens of people lining up to get a queue number to complete procedures related to land. However, most of the people lining up were authorized people, some holding dozens of documents.


Mr. Nguyen Ngoc Phi (residing in Van Phu, Ha Dong) said that he had to be present from 4am to keep his seat at the front of the line.
"If I'm late, I have to sit behind, it's not necessarily my turn. Many days when I get late, I have to wait until the afternoon to complete the procedures" - Mr. Phi said.
Mr. Phi shared that due to the nature of land-related documents, it cannot be done online. There were cases where they arrived to receive the results on time but still did not, forcing people to return the next day and continue lining up.
"To reduce the situation of people having to wait in line, cases with appointment papers should be given priority to complete procedures immediately" - Mr. Phi proposed.


Similarly, Mr. Pham Xuan Minh (residing in Tay Ho district) - one of the few people who went to do the procedures to get rid of real estate disputes - said that even though his house is near the Hanoi Public Administration Service Center, he still has to come at 5am but is still behind many people.
Mr. Minh suggested that Hanoi City needs to have appropriate solutions to support people to complete procedures more quickly and conveniently.
Mr. Nguyen Trong Luong (residing in Cot Co alley, Dong Tam ward, Hai Ba Trung district) also expressed his wish that the city would open more points to receive documents or reorganize the process to avoid the situation where people have to jostle and queue from early morning as at present.


Explaining the phenomenon of people having to come from dawn to resolve administrative procedures, in an interview with Lao Dong Newspaper, Mr. Bui Duong - Director of Branch No. 1, Hanoi Public Administration Service Center - said: "Through citizen identification data, we determined that most of the people who line up early are those who carry out administrative procedures according to authorization contracts".
Among these, there are authorized people to submit dozens of documents, causing the processing time to be prolonged and affecting other people.
Mr. Duong said that from 8:00 a.m. on May 12, the Hanoi Public Administration Service Center, branch No. 1, has switched to distributing digital ordering online and not accepting direct digital registration to create fairness for everyone.
In addition to distributing citizenship identity, dividing the flow to each subject, the center is urgently completing the plan to organize the reception of administrative procedures in the direction of administrative boundaries. Accordingly, people can apply at the nearest public administrative center, not necessarily in the right place to manage the dossier.
This solution is expected to help reduce pressure, save travel time for people, and improve the effectiveness of handling administrative procedures in the land sector - which is currently considered the most problematic sector.
