Deputy Prime Minister Tran Hong Ha has just signed Decision No. 647/QD-TTg dated March 18, 2025 on the establishment of a State Appraisal Council for the Appraisal of the Feasibility Study Report of Component Project 1: Investment in the construction of the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) under the PPP (Project).
According to the Decision, the Minister of Finance is the Chairman of the Council.
The Vice Chairman of the Council is the Deputy Minister of Finance.
The Council members are leaders of the ministries of Construction; Agriculture and Environment; National Defense; Public Security; Leaders of the State Bank of Vietnam; Leaders of the provinces of Dak Nong and Binh Phuoc.
The Ministry of Finance is the standing agency of the State Appraisal Council.
Responsibilities and powers of the Council are implemented according to Decree No. 29/2021/ND-CP dated March 26, 2021 of the Government regulating the order and procedures for appraisal of important national projects and investment supervision and evaluation.
The Council is responsible for completing the Appraisal Report according to regulations, clearly affirming that the Project is eligible for the Prime Minister to approve the project.
The appraisal cost of the Council is implemented according to the provisions of Article 12 of Decree No. 29/2021/ND-CP. The Council is allowed to use the seal and account of the Ministry of Finance to serve the Council's activities.
Agencies with members of the State Appraisal Council must send a document to the Standing Agency of the Council (Ministry of Finance) before March 21, 2025.
The People's Committee of Binh Phuoc province is responsible for providing complete documents related to the appraisal process of the Project Feasibility Study Report.
The council dissolved itself after the Prime Minister decided to approve the Project.
