At the working session on the afternoon of November 12, the Hanoi City Party Committee approved the investment policy for the Gia Binh Airport Construction Investment Project with Hanoi Capital under the Public-private Partnership (PPP) method, Construction - Transfer (BT) contract type.
The City Party Executive Committee assigned the City People's Committee Party Committee and relevant agencies to complete the submissions and reports, submit them to the City People's Council for consideration and decision in accordance with regulations and authority.
The City People's Council Party Committee assigned the Standing Committee of the City People's Council and the specialized departments of the City People's Council to be responsible for closely reviewing the above contents to ensure compliance with the provisions of law.
According to the Hanoi People's Committee, the construction site of the route connecting Gia Binh airport to Hanoi capital is in Tu Son ward, Phu Khe ward (Bac Ninh province); Thuan An, Phu Dong, Thu Lam, Dong Anh communes (Hanoi city).
Expected scale (Offically determined when the project is submitted for appraisal and approval according to regulations):
- The newly renovated section: Starting point connects with the route in Bac Ninh province at the location adjacent to the administrative boundary of Bac Ninh province; ending point at the intersection with Hanoi - Ha Long Expressway and Hanoi - Thai Nguyen Expressway/Ring Road 3 with a total length of about 7km, 120m wide.
- The section connecting to Hanoi - Thai Nguyen/Ring Road 3: Starting point connects to section 1; ending point at the intersection with the route connecting Tu Lien bridge at the intersection area: Tu Lien bridge approach road, Ring Road 3 and Hanoi - Thai Nguyen expressway; length of about 6.55km (including the section in Bac Ninh province, length 1.625km), expansion investment ensures 120m.
- Connecting branch from Hanoi - Thai Nguyen/Ring Road 3 to Tu Lien Bridge access road: Build 2 connecting branches to serve the left turn directly from Gia Binh to Tu Lien Bridge (overpass over Hanoi - Thai Nguyen/Ring Road 3) and the right turn from Tu Lien Bridge to Gia Binh; each branch is expected to have 3 lanes with a width of 14m; the length of the connecting branch is about 2.5km.
Preliminary land use needs (Offically determined when the project is submitted for appraisal and approval according to regulations): About 289.87ha covering the area in Bac Ninh province.
Expected construction time of works and infrastructure systems: 2025 - 2026. The total preliminary investment is about 32,970 billion VND.
The payment method is by land fund, including 3 research land plots with an area of about 723.3 hectares in Phu Dong commune and Thuan An commune, Hanoi city.
The Hanoi People's Committee said that the project aims to create the shortest, most modern and most beautiful connecting axis, opening up new development space to promote socio-economic development, effectively exploiting modern and smart logistics areas, combining e-commerce, meeting development requirements.
Combined with Gia Binh airport, it contributes to reducing the load on Noi Bai airport, enhancing the connection of Hanoi capital, the national political - administrative center, the center of culture, education, science, technology, international trade economy of the country and ensuring the operation of private flights to serve the leaders of the Party, State and international foreign affairs.
