Regarding the sand source for the project, on October 14, Mr. Dang Hoang Vinh - Project Management Director, Expressway Management Board (under the Can Tho City Construction Investment Project Management Board) - investor of component project 2 of Chau Doc - Can Tho - Soc Trang Expressway said that Tien Giang province has announced that it is expected that the confirmation will be available in October 2024.
According to the investor, on July 8, Can Tho City had a working session with Tien Giang Province. Accordingly, Tien Giang Province committed to supporting Can Tho City with sand sources provided at 3 mines: An Nhon (Cai Be District) with reserves of about 0.912 million m3; Ngu Hiep 1 and Ngu Hiep 2 mines (Cai Lay District) with reserves of about 1.244 million m3 and 2.599 million m3 (total reserves of 3 mines are about 4.755 million m3), the parties conducted a field survey on July 10, 2024.
The investor further informed that currently, consulting units of the mine management enterprise have conducted exploration drilling to survey the mine reserves, established a mineral exploitation investment project and submitted a request for reserve recognition. Currently, 3 mines have committed to submit a complete EIA to the Department of Natural Resources and Environment of Tien Giang province by October 23.
However, the total actual reserves are expected to be 2.622 million m3 (of which, An Nhon mine is about 0.391 million m3, Ngu Hiep 1 mine is about 1 million m3, Ngu Hiep 2 mine is about 1.231 million m3), a shortage of about 1.92 million m3 according to the conclusion of Deputy Prime Minister of the Government Tran Hong Ha in Notice No. 283/TB-VPCP dated June 26, 2024.
The investor's report shows that, according to information from the People's Committee of Tien Giang province, the exploitation license is expected to be granted in October 2024.
Thus, the project is still short of about 2.62 million m3 of sand (including 700,000 m3 transferred to the Can Tho - Ca Mau expressway project).
According to the investor, since the sand exploitation at Binh Phuoc Xuan mine (An Giang province) from mid-April 2024 until now, sand has been brought to 4 bid packages of component project 2, about 1 million m3.
