Quang Ninh - where the eye of storm Yagi passed through, caused damage of about 24,876 billion VND; 102,859 houses had their roofs blown off; 254 houses collapsed; 5,008 houses were flooded and eroded; more than 133,000 hectares of forest were damaged, 3,067 aquaculture facilities and 194 fishing boats were damaged.
In Quang Yen town, the total estimated damage was 2,306 billion VND, of which the aquaculture industry suffered 507 billion VND; over 1,000 cages and rafts; 350 hectares of industrial shrimp farming were damaged; 62 fishing boats sank, causing serious difficulties for fishermen.
After the storm, Quang Yen town implemented a series of solutions to support people in restoring production. The government worked with banks to implement policies to extend, postpone, freeze debt and provide new loans. Support packages such as building and repairing houses, salvaging sunken ships and supporting crops and livestock were deployed.
However, a major challenge is that 100% of aquaculture households have not been licensed or registered, so they are not eligible for support under the production recovery policy in the agricultural, forestry and fishery sector (according to Decree 02/2017/ND-CP).
Mr. Tran Manh Thang - Head of the Economic Department of Quang Yen town - said: "According to the plan to restore marine aquaculture production, in 2024, Quang Yen aims to restore 30% of cages and rafts (out of a total of 1,800 cages and rafts), corresponding to the need for 72,000 floating buoys, worth about 36 billion VND. Currently, the town has proposed the Provincial Fatherland Front Committee and sponsors to support 30-40% of these floating buoys for the people to soon restore production.

Regarding the assignment of aquaculture areas, the Town has received 710 applications and has decided to support 462 households, of which 300 households have been assigned to the field. It is expected that in 2024, the assignment of the entire aquaculture area in the planning will be completed.
To support people and businesses to restore production and stabilize their lives, on September 23, 2024, the People's Council of Quang Ninh province issued Resolution No. 42/2024/NQ-HDND on a number of measures to support overcoming the consequences of Yagi; Resolution No. 43/2024/NQ-HDND on increasing the level of assistance for social protection beneficiaries and other disadvantaged people in the area.
Quang Ninh province has allocated 1,180 billion VND to overcome the consequences of typhoon Yagi and implement social security. Of which, phase 1 supported 180 billion VND. Up to now, it has supported free tuition for students from kindergarten to high school with 72 billion VND, and implemented a policy to increase the level of support for social protection beneficiaries with 38.5 billion VND.
11 localities were granted funding to support damage recovery after storm Yagi. 6/11 localities have completed disbursement.
Regarding the implementation of support for the cost of salvaging production means of ships and boats registered in Quang Ninh, up to now, only Quang Yen Town has approved the list with the support level for 6 ship owners of 160 million VND.
As of November 28, 410 poor, near-poor, and disadvantaged households have received support to build and repair houses with a total cost of VND 24 billion 150 million.
