In the last days of 2024, Mr. Le Van Tu tidied up the scattered construction materials to prepare for the workers to come and paint the house - the final step before the whole family moved to a new house. Every now and then, he turned to Mr. Thang - his "new neighbor" to ask what support he needed so that he could come over and help.
Mr. Le Van Tu is currently the Party Secretary of Tan Chau village (Chu Phan commune, Me Linh district, Hanoi). Pointing to his new, spacious 3-storey house, Mr. Tu proudly said that this house was built on resettlement land, with compensation money from the Ring Road 4 project.
In August 2022, when he received information about the land clearance plan for the Ring Road 4 project, the section passing through Tan Chau village, Mr. Tu himself was confused, as 800 square meters of his land were all subject to land clearance.
Many times he was absent-mindedly looking at the spacious 3-storey house associated with many family memories, dozens of perennial fruit trees "producing each season", the livestock farm... However, later, he was the one who encouraged his wife and children to hand over the land, setting an example.

After receiving consent from his family, he and local leaders began the process of propagating and mobilizing the people. He assessed that this was an extremely important step, but it was not simple, on the contrary, it was very difficult and complicated.
At first, many families in the village did not agree to move. Whenever the cadres came to their house, they closed their doors and refused to answer their calls. Undaunted, Mr. Tu and the cadres took turns going to each house to spread the word. That perseverance helped the families agree with the Party and State's policies.
"During the process of mobilizing and propagating, I chose to communicate in the simplest and easiest way, instead of quoting "clause a, article b". Thanks to that, I received the consensus of the people. The progress of site clearance in Tan Chau village was also quick, neat and convenient from then on" - Mr. Tu shared.
The resettlement area of Tan Chau village, Chu Phan commune is located next to the location where the intersection of Ring Road 4 and Me Linh Road will be built.
Here, a series of high-rise buildings have been and are being built in modern architecture, growing close together. Infrastructure in the resettlement area such as parks, roads, lighting systems, and trees are also in the process of completion.
Now that there are spacious and comfortable houses, people here whisper to each other that "it's lucky that the Ring Road 4 project is passing through".
The family of Mr. Nguyen Van Thang (49 years old, Chu Phan commune, Me Linh) has 500m2 of land subject to recovery to serve the construction of the Ring Road 4 project. After the policy of giving up land for the project, Mr. Tu propagandized and explained in detail, Mr. Thang's family agreed to hand over the land for the State to implement the project, then received the land and built a new house in the resettlement area.
The two plots of land with an area of 249m2 that Mr. Thang's family received at the resettlement area of Tan Chau village (Chu Phan commune) are spacious, airy and beautiful, only 200m from Me Linh road (road 100). After 6 months of construction, the 2-storey house project with a cost of 1.4 billion VND has basically completed the rough construction. It is expected that in December, Mr. Thang's family will move to the new house and hand over the old residence to the project.
The new place is more spacious and comfortable than the old place.
"The new place is more spacious and has more amenities than the old place, so we are all excited and feel secure in settling down," said Mr. Thang.
Resettlement area is as beautiful as a mini urban area
Mr. Nguyen Xuan Truong - Chairman of the People's Committee of Chu Phan Commune (Me Linh) - said that there are 158 households in the commune whose residential land must be recovered to implement the Ring Road 4 project, of which 133 households are eligible for resettlement.
To date, the local government has granted land to 112 households to build houses in the resettlement area, of which 8 households have moved into new housing.
To receive high consensus from the people, Mr. Truong said that right from the beginning of the project implementation, the entire political system from the Party Committee, People's Council, People's Committee, Fatherland Front, and mass organizations have focused on propagating and mobilizing people about the policy of implementing Ring Road 4.

After the leaders from the district and the organizations focused on dialogue, solving the difficulties and problems for the people, especially ensuring the implementation of the liberation work and ensuring the rights of the people. After that, people highly agreed and supported the implementation of the Ring Road 4 project" - Chairman of the People's Committee of Chu Phan commune said.
Mr. Truong assessed that the Ring Road 4 project passing through Chu Phan commune facilitates traffic and economic development for local people. In particular, the new residences of people in resettlement areas are spacious and clean. Here, a series of high-rise buildings have been and are being built in modern architecture, growing close together.
"The resettlement area is located in a beautiful location, convenient for transportation, near schools and administrative centers. The infrastructure of the resettlement area is built synchronously like mini urban areas with full amenities, meeting the basic needs of the people" - Mr. Nguyen Xuan Truong - Chairman of the People's Committee of Chu Phan Commune (Me Linh) said.
Recently, the People's Committee of Me Linh district held a conference to commend and reward (phase 2) 19 households who received land early and built resettlement houses to serve the Ring Road 4 - Capital Region project.
At the conference, Vice Chairman of Me Linh District People's Committee Tran Thanh Hoai emphasized the significance and special importance of the national key project of Ring Road 4 for the development of the capital, the district and each locality; at the same time, he sincerely thanked the important contributions of the forces participating in the site clearance work, especially the support, consensus, unanimity and sacrifice of the people in the localities where the project passes through, especially the people of the 3 resettlement communes of Dai Thinh, Chu Phan and Van Khe.
The Vice Chairman of the People's Committee of Me Linh district hopes that households that have received land will speed up the construction of resettlement houses to soon stabilize their lives and soon hand over the site to serve the project construction to ensure the progress assigned by the city.
Mr. Tran Thanh Hoai requested that the specialized departments and working groups of the district continue to provide maximum support to households during the process of building houses in the resettlement area, as well as the process of dismantling houses and moving furniture to new residences.
The Beltway 4 project, section passing through Me Linh district (Hanoi), is about 11.2km long, with a total land area to be cleared of up to 141.5 hectares, passing through 5 communes (13 villages) including: Thanh Lam, Kim Hoa, Dai Thinh, Chu Phan and Van Khe.
To carry out the work of clearing residential land for households, the People's Committee of Me Linh district has invested in building 3 resettlement areas with a total area of nearly 15 hectares.
