Chairman of Lam Dong Provincial People's Committee Tran Hong Thai has just signed a document to implement the Investment Project to complete the Bao Loc City bypass and assigned relevant units to coordinate the implementation.
Accordingly, Lam Dong Provincial People's Committee assigned the Provincial Traffic Project Management Board as the investor of the above project. At the same time, deploy the preparation of a report proposing an investment policy for the Investment Project to complete the southern bypass of Bao Loc City according to the proposal of the Department of Planning and Investment and the Department of Transport.
From there, submit to Lam Dong Provincial People's Committee for appraisal and approval when ensuring the conditions according to regulations.
Lam Dong Provincial People's Committee also assigned the Department of Finance to determine the capital source for project implementation; determine the ability to balance local budget capital and coordinate with relevant departments and branches to carry out investment procedures to complete the Bao Loc City bypass as prescribed.
Previously, after being approved by the Prime Minister, on February 9, 2025, the Ministry of Transport issued an official dispatch on handing over the Bao Loc City bypass to the Lam Dong Provincial People's Committee to continue investing and completing.

According to the report and confirmation of the Bao Loc City Construction Investment Project Management Board, the cost to complete the entire site clearance and relocation of technical infrastructure for the Bao Loc City bypass is more than 220 billion VND.
Up to now, the units involved in implementing the project in the first phase have paid the Bao Loc City Construction Investment Project Management Board more than 192 billion VND.
The remaining VND28 billion has not been paid because the Bao Loc City bypass project has been suspended since October 2020.
Currently, the medium-term capital plan for the period 2021-2025 has been approved by the National Assembly and approved by the Prime Minister, so the Ministry of Transport cannot allocate budget capital for payment.
Therefore, the Ministry of Transport proposed that Lam Dong Provincial People's Committee participate in the new project and allocate capital from the province's budget to carry out payments and complete the remaining site clearance work.
The Ministry of Transport also requested the People's Committee of Lam Dong province to direct relevant agencies to complete the work of assessing the cause of landslides and subsidence of works to determine the responsibilities of all parties and complete procedures according to regulations.
As reported by Lao Dong Newspaper: The Bao Loc City bypass has a total length of nearly 16km, and was started in 2017 with a total investment of more than 800 billion VND. The scale of the project is a grade III mountainous road.
The project belongs to the Investment Project for the construction of the restoration and renovation of National Highway 20 in the two provinces of Dong Nai and Lam Dong under the form of a BT contract. According to the plan, the Bao Loc City bypass will be completed and put into use in 2019.
However, from October 2020 to now, due to lack of capital, the project has been temporarily suspended, waiting for competent authorities to consider and handle the capital source. At the time of suspension, the project had completed 70% of the workload.
During the construction suspension period, this road was damaged, many construction items were degraded, causing loss and waste of assets and state budget.
In particular, in recent times, there have been many dangerous subsidence and landslides on this route, which are direct causes of traffic accidents that have killed at least 3 people.
Not only that, this also makes it difficult for people to travel, affecting the lives of the people.
