Accordingly, the Steering Committee requested the Chairmen of the People's Committees of coastal communes, wards, localities with fishing activities and related units to urgently organize a sea ban in the province from 8:00 a.m. on July 21 until no longer affected by the storm; at the same time, closely monitor and absolutely do not let ships go to sea during this time.
Chairmen of People's Committees of coastal communes, wards and localities with fishing activities are responsible to the Chairman of the Provincial People's Committee and the Provincial Command if there is subjectivity and negligence in organizing the ban on the sea, leading to damage to people and property.
Localities are responsible for guiding, arranging, and strictly managing ships at anchorages, ensuring safety according to regulations. Absolutely do not start the engine when it is anchored. Resolutely do not leave people on the vehicle when the storm makes landfall.
At the same time, localities need to organize serious on-duty boards, regularly report the situation to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and the Standing Office of the Provincial Steering Committee for Civil Defense, incident response, natural disaster search and rescue to promptly synthesize and report according to regulations.
Ninh Binh bans the sea from 7:00 a.m. on July 21
The People's Committee of Ninh Binh province requires units to absolutely not be subjective or negligent in directing storm prevention. Localities and units must closely monitor storm developments and update complete information to promptly adjust appropriate response plans.

The People's Committees of communes and wards organize propaganda and instruct people on disaster response skills, especially measures to ensure safety when there are strong winds, floods, and landslides. Localities urgently review and develop plans to evacuate people in coastal areas and areas at high risk of landslides and flash floods to safe places. At the same time, ensure food, clean water, and temporary accommodation for evacuated households.
From 7:00 a.m. on July 21, ships and boats are strictly prohibited from going out to sea. By 12:00 on the same day, anchorage and safe shelter must be completed. From 5:00 p.m. on July 21, ferry services across the province will be temporarily suspended. Localities need to arrange control forces at culverts, spillways, deeply flooded areas, fast-flowing water, determined not to let people and vehicles pass when safety is not guaranteed.
Agencies, units and localities maintain 24/7 duty, monitor storm developments and regularly report to the Provincial Civil Defense Command. In all situations, the "4 on-site" motto must be ensured, including on-site command, on-site forces, on-site means and on-site logistics.
