On November 15, present at the Ngan Sau River bank erosion repair project through village 5 and village 2, Ha Linh commune (Huong Khe district), Lao Dong Newspaper reporter recorded that the two contractors, a joint venture of Hoang Lai Company and Hoang Long Company, were concentrating maximum machinery and human resources on construction.
Many excavators, bulldozers, and trucks were mobilized to dig, fill, and tarpaulin the riverbank to carry out the Ngan Sau river embankment project, and at the same time construct the steel and structural components.
Mr. Nguyen Anh Tuan - Director of the Management Board of Construction Investment Projects of Huong Khe district - said that the project to overcome landslides on the banks of Ngan Sau river through village 5 and village 2, Ha Linh commune is one of 7 projects to overcome the consequences of natural disasters from the central reserve budget in 2023.
The project to overcome landslides on the banks of the Ngan Sau River through Village 5 and Village 2, Ha Linh Commune has a total investment of 65 billion VND. Of which, the central budget is 60 billion VND, and the counterpart capital of the investor, the People's Committee of Huong Khe District, is 5 billion VND.
After the project was approved, from February 2024, the investor carried out the procedures according to regulations, organized bidding, selected contractors and started construction from November 1, 2024.
“The project is 1.5km long. Currently, 2 contractors are mobilizing more than 20 machines to participate in the construction, including excavators, bulldozers, rafts... along with 30 officers and workers including machine drivers... to carry out construction at a speed of 3 shifts, 4 teams to disburse public investment capital from the central budget before December 31, 2024. As for the local budget, it will be disbursed later, so the project is allowed to be completed by January 31, 2025,” Mr. Tuan shared.
The Director of the Huong Khe District Construction Investment Project Management Board added that after 15 days of construction, the project to overcome landslides on the Ngan Sau riverbank through village 5 and village 2, Ha Linh commune has completed 15% of the construction volume.
At peak, the project will increase the workforce to about 50 - 60 people on site.
According to Mr. Tuan, with such great progress pressure, during bad weather and wind, the work of processing steel and structural components must be carried out.
“Fortunately, this project has been very smooth in terms of land clearance. 100% of households donated land, only compensation for property and trees on the land was about 2 billion VND. Currently, the land clearance is 100% complete,” Mr. Tuan added.
With such a short time pressure, whether the construction quality can be guaranteed, Mr. Tuan affirmed that we must focus on ensuring progress but at the same time still put quality first. To do that, when pouring concrete, the contractor has committed to adding additives to help the concrete bond quickly and increase its strength.
The reason why the project is in such a short and urgent construction period, according to Mr. Tuan, is because it has to fully implement investment procedures and processes according to regulations.
Recently, the People's Committee of Ha Tinh province has repeatedly issued documents urging the progress of 7 natural disaster recovery projects in the province from the central reserve budget in 2023.
“In all cases, the Chairmen of the People's Committees of the districts: Huong Khe, Vu Quang, Duc Tho, Cam Xuyen and Hong Linh town must take full responsibility for the progress and must disburse the central support capital before December 31, 2024” - according to the direction of the People's Committee of Ha Tinh province.
