On February 27, information from the People's Committee of Vinh City (Nghe An) said that it had just issued an official dispatch on a proposal to reduce the price of road use services at Ben Thuy 1 Toll Station.
In a document sent to the People's Committee of Nghe An province, the Vietnam Road Administration and CIENCO 4 Group, the People's Committee of Vinh City proposed to consider reducing the price of road use services at Ben Thuy 1 station for 11 newly merged wards and communes, according to Document No. 3924/BGTVT-DTCT dated April 13, 2017.
The discount reduction aims to ensure the rights and obligations of Vinh City citizens according to legal regulations, stabilize people's lives, as well as develop the economy, society, national defense and security in the area.
According to the People's Committee of Vinh City, the merger of 11 wards and communes (7 wards from Cua Lo town and 4 communes from Nghi Loc district) into Vinh City is carried out according to Resolution No. 1243 of the National Assembly Standing Committee on the arrangement of administrative units in the 2023-2025 period of Nghe An province.
After the merger, Vinh City has 33 administrative units. People in newly merged wards and communes fully implement the policies and guidelines of the Party and State laws, while ensuring the rights of citizens of Vinh City.
However, not being able to reduce fees through Ben Thuy 1 station has caused public dissatisfaction and lack of consensus, while creating difficulties for the city in implementing common policies and potentially risking disorder and social safety.
As reported by Lao Dong Newspaper, on January 17, 2025, the Vietnam Road Administration sent an official dispatch to Nghe An, Ha Tinh provinces and CIENCO 4 Group, agreeing not to reduce road use service prices at Ben Thuy 1 toll station for car owners in newly merged wards and communes in Vinh City.
This information has caused outrage in the newly merged residential community, when they believe that this creates discrimination between the people of the old and new Vinh City.
