On the morning of November 14, the Ho Chi Minh City People's Council approved the policy of using development investment capital from the City budget to support Tay Ninh province in implementing inter-regional projects between the two localities.
Ho Chi Minh City spends VND1,806 billion to support Tay Ninh in implementing Component Project 4 "Compensation, support, and resettlement of Ho Chi Minh City - Moc Bai Expressway through Tay Ninh province", part of the Ho Chi Minh City - Moc Bai Expressway project.
The Ho Chi Minh City - Moc Bai Expressway, 51 km long, with a total investment of more than VND 19,600 billion, was approved by the Government in August 2024.
In phase one, the route is built under the BOT form with a scale of 4 lanes and an emergency lane, passing through Ho Chi Minh City and Tay Ninh.
In which, Tay Ninh is in charge of the 26.3 km long section of the route under component 4 on compensation, support, and resettlement, affecting more than 2,250 households and 17 organizations.
The Ho Chi Minh City - Moc Bai Expressway has 3 other component projects with the Ho Chi Minh City People's Committee as the managing agency.
Component project 1: Investment in the construction of Ho Chi Minh City - Moc Bai Expressway (phase 1) under the BOT form, total capital of more than VND 10,400 billion.
Up to now, the bidding work has been completed, with 3 investors submitting interested documents (including 2 foreign investors). The Traffic Department is assessing the capacity, experience and finances of investors. It is expected to organize a bidding to select investors from November 2025 to January 2026 and start construction in March 2026.
Component project 2: Construction of a residential access road and an overpass across the highway, using Ho Chi Minh City's budget capital with a total investment of more than 2,421 billion VND. The technical design documents - estimates are being appraised, expected to start construction at the end of 2025.
Component project 3: Compensation, support, and resettlement work through Ho Chi Minh City, reclaiming about 220 hectares of land, affecting more than 2,100 households.
The total estimated compensation cost is more than VND 4,333 billion. Phu Hoa Dong commune has the most affected households with 1,138 households, followed by Nhuan Duc 669 households, Thai My 256 households, Cu Chi town 77 households and Tan An Hoi 32 households.
Currently, the People's Committees of communes where the project passes through are urgently completing procedures for approving compensation plans, and at the same time preparing to implement payments to the people. Payment is expected to start from the end of November and the site will be handed over to the investor from December this year.
According to the plan, the Ho Chi Minh City - Moc Bai Expressway will be completed and put into operation by the end of 2027.
When completed, the route will reduce the load on National Highway 22, strengthen connections with Ho Chi Minh City's belt routes, ensure safe and high-speed traffic on the Ho Chi Minh City - Tay Ninh transport corridor.
The project is also expected to create a breakthrough in the formation of the industrial - urban chain Moc Bai - Ho Chi Minh City - Cai Mep Port - Thi Vai, while connecting with the Xuyen A economic corridor, contributing to promoting the socio-economic development of Ho Chi Minh City, Tay Ninh and the entire Southeast region.
