Mr. Bui Hoa An - Deputy Director of the Department of Transport of Ho Chi Minh City said this information at a press conference on the afternoon of December 19.
Circular 47/2024 of the Ministry of Transport takes effect from January 1, 2025, with specific regulations on emission inspection cycles for motorbikes and scooters.
Vehicles under 5 years old are exempt from inspection. Vehicles manufactured between 5 and 12 years old must be inspected every 24 months; vehicles over 12 years old must be inspected every 12 months.
Currently, Ho Chi Minh City is managing more than 9.5 million vehicles, of which nearly 8.5 million are motorbikes.
Mr. Bui Hoa An commented that implementing motorbike emission inspection is a complicated task, requiring careful preparation in terms of both facilities and human resources to meet the great needs of the people.
Based on the content of Circular 47/2024, the Ho Chi Minh City Department of Transport is developing an implementation plan to ensure that tasks are carried out synchronously and effectively.
The motorbike emission inspection plan in Ho Chi Minh City focuses on three main tasks:
Propaganda and dissemination of regulations: The Department of Transport will step up propaganda so that people clearly understand the policies and legal regulations on motorbike emission inspection, thereby raising awareness of compliance.
Building a system of inspection facilities: Currently, Ho Chi Minh City has 19 motor vehicle inspection facilities. These facilities will be reviewed and recommended to invest in additional equipment and personnel to meet the requirements of motorcycle emission inspection.
At the same time, the Department of Transport will work with the Vietnam Association of Motorcycle Manufacturers and major companies to mobilize the motorcycle maintenance and repair system at distribution agents to participate in emission testing.
These facilities will be supported with procedures for granting certificates of eligibility to operate according to Circular 46/2024 of the Ministry of Transport. The Department of Transport will also coordinate with the Vietnam Register to organize training and grant Class III inspector certificates to employees at these facilities.
Mobilizing motorbike maintenance facilities to participate in emission testing is expected to become the main resource, ensuring to meet people's testing needs in the coming time.
Public information and facilitation for people: The list of qualified emission inspection and testing facilities will be made public so that people can easily look up and choose a suitable location.
