On November 14, the Ho Chi Minh City People's Council approved the investment policy for the project to upgrade Road 991, from National Highway 51 to Ho Chi Minh City Ring Road 4.
The 991 road upgrade project has a total length of more than 10 km, divided into two sections:
Section 1 is 3.13 km long, from National Highway 51 (Phu My Ward) to the intersection with Bien Hoa - Vung Tau Expressway (Tan Thanh Ward).
Section 2 is 6.96km long, connecting from the Bien Hoa - Vung Tau expressway intersection to Ho Chi Minh City Ring Road 4, passing through Tan Thanh ward.
The road will be expanded to 57 m, initially to 4 lanes for motor vehicles, 2 parallel lanes, the land in the middle will be reserved for future expansion.
The intersection between Road 991 and National Highway 51 is built in the form of a 3-storey interconnecting roundabout intersection, including an overpass and underpass.
The total investment of the project is 8,330 billion VND, divided into 2 components:
Component project 1: Compensation, support and resettlement, total investment of VND 4,929 billion.
Component project 2: Construction and upgrading of route 991, total investment of VND 3,400 billion.
The project will be implemented in the period of 2025 - 2030. Compensation and site clearance will be implemented from the first quarter of 2026 to the fourth quarter of 2027.
The project started construction in the first quarter of 2027, and was completed and put into operation in the first quarter of 2030.
The 991 road upgrade project aims to complete the traffic network according to the plan, while synchronously connecting with important routes such as Bien Hoa - Vung Tau expressway, Ring Road 4, route 991B to the port and the route connecting Ho Tram.
