Ho Chi Minh City People's Committee has just issued a document directing the Chairmen of People's Committees of communes, wards, and special zones to organize a review and overall assessment of the quality, qualifications and capacity of the contingent of local government officials and civil servants at commune level.
According to requirements, localities must complete the standards and criteria for arranging and assigning cadres and civil servants according to job positions, complete before June 20, 2026 and report the results to the Department of Home Affairs before June 23, 2026.
Based on the review, localities advise Party committees at the same level to arrange the contingent of cadres and civil servants according to the principle of "the right person, the right job, at the right time, in the right area", maximizing the practical capacity, strengths and work experience of each individual.
The Ho Chi Minh City People's Committee also requested to thoroughly implement the assignment, mobilization, and arrangement of other tasks for deputy-level leaders and managers who are exceeding the number as prescribed in professional departments and equivalents, and the Public Administration Service Center under the commune-level People's Committee.
Prioritize arranging cadres and civil servants with bravery, ability to withstand pressure, suitable for professional qualifications, strengths and work experience; resolutely prevent the situation of assigning cadres and civil servants that are not suitable for their capacity and strengths.
In addition, localities must regularly evaluate cadres and civil servants based on the progress and quality of work handling, coordination capacity, sense of responsibility, service attitude and satisfaction level of people and businesses. Cases of weak capacity, irresponsibility or failure to meet task requirements will be considered for staff streamlining according to regulations.
Ho Chi Minh City People's Committee also requests to base on the assigned number of staff and actual needs to implement or propose recruitment of civil servants and public employees. In which, priority is given to attracting people with talent and practical experience to immediately meet the job requirements at commune-level People's Committees and public non-business units directly under them.
In parallel with personnel arrangement, localities coordinate with the Department of Home Affairs to deploy training, fostering, and training for cadres and civil servants according to job position requirements, associated with the specific characteristics of each locality. Learning and improving qualifications must ensure that they do not interrupt the operation of agencies and units.
At the same time, the Ho Chi Minh City People's Committee requests to improve discipline, administrative order, public service ethics and accountability of commune-level officials and civil servants; tighten labor discipline, strictly implement the process of handling dossiers and deadlines for returning results on the electronic environment, prevent bureaucracy, arrogance, authoritarianism and delays in resolving work for people and businesses.
After the merger, Ho Chi Minh City faced a situation of surplus administrative civil servants but a shortage of civil servants with in-depth expertise in fields such as healthcare, information technology, land, construction, and finance.
Ho Chi Minh City then implemented a Project to review, arrange, and arrange cadres, civil servants, and public employees in communes, wards, and special zones to overcome this situation.
By May 2026, out of 1,052 redundant civil servants, the city had resolved 460 cases (43.53%) and is expected to continue to arrange 356 more cases.
For the 935 missing civil servant positions, Ho Chi Minh City has arranged 354 cases and is expected to add 286 more cases.
In the coming time, the city will continue to advise on arranging 236 redundant civil servants and supplementing 295 missing civil servants to ensure human resources for localities.
