Currently, the Ho Chi Minh City Department of Construction is completing the project's pre-feasibility study report.
The route has a starting point at the intersection with the overpass of Highway 1 on Vo Van Kiet Street, the end point at the boundary between Ho Chi Minh City and Long An province (coinciding with the beginning of the DT.823D project in Long An province), located in Pham Van Hai commune, Binh Chanh district.
The whole route is divided into three sections. Paragraph 1 is 2.7km long, from the intersection with the overpass of Highway 1 to Tan Tao - Cho Cach Street (Vo Tran Chi Street). This paragraph has been approved for investment projects since 2015 in the form of BOT, but the People's Committee of Ho Chi Minh City has terminated the contract with investors in November 2024. The scale of the design is 60m, in phase 1 will build two parallel roads from 11 to 14.5m wide, each 2 -lane line.
Section 2 is 6.6km long, extending from the intersection of Tan Tao - Cho Dem road to Ho Chi Minh City Ring Road 3, including the intersection at different levels at the intersection with Ho Chi Minh City Ring Road 3. This intersection is designed with an overpass, underpass and branch branches with a scale suitable for the main axis.
Section 3 is 5.3km long from Ring Road 3 to the border of Long An province. Including a section of about 1.68km long passing through Sing Viet urban area near the end of the route.

The route is designed with a maximum speed of 80km/h for motor vehicles and 60km/h for mixed vehicles.
On the route, a total of 6 bridges will be built across the river, including: Cai Trung Bridge and Hung Nhon Bridge in section 1; Lang Le Bau Co Bridge and Kenh A Bridge in section 2; the bridge over An Ha - Xang An Ha Canal and another bridge over Kenh A in section 3.
The total estimated investment capital is about VND 19,400 billion, of which the cost of site clearance is about VND 12,875 billion, the construction cost is about VND 3,769 billion, the rest is the cost of contingency, consulting and project management.
The project is expected to be submitted to competent authorities for approval and implementation in the period of 2026 - 2030.
Currently, Vo Van Kiet Avenue has a cross-section of 60m, about 13km long from Calmette Bridge (District 1) to the National Highway 1 intersection (Binh Chanh District), a vital axis in the East - West transport system of Ho Chi Minh City.
The route has been put into operation since 2009, playing a role in connecting Ho Chi Minh City with provinces and cities in the key economic region of the South.
The extension of Vo Van Kiet route will contribute to solving the problem of prolonged traffic congestion in Binh Chanh district (HCMC) and Duc Hoa district (Long An) - where many large industrial parks are concentrated. At the same time, the new route also shares traffic pressure with the Tran Van Giau - Provincial Road 10 route, which is overloaded and is facing difficulties in expansion due to site clearance problems.
In addition, the extended Vo Van Kiet route will connect directly to the Duc Hoa dynamic axis, creating more favorable conditions for moving to the center of Ho Chi Minh City.
This is also an important corridor to help improve the efficiency of freight transportation from industrial parks to major ports in Ho Chi Minh City and Long An, contributing to promoting regional economic development.
