Accordingly, the project of embankment to protect production land, residential areas and regulate the flow from Muong Pon 1, 2 villages to Tin Toc village (Muong Pon commune) was approved by the People's Committee of Dien Bien province in Decision No. 1191 dated June 13, 2025.
The project has a total investment of 83.5 billion VND, using capital from the central budget reserve supported in Decision No. 1660/QD-TTg dated December 26, 2024 of the Prime Minister. The project is invested by the Project Management Board of Agricultural and Rural Development Works of Dien Bien province.


The project uses 3.91 hectares of land, belonging to the Agricultural and Rural Development Project, Group C, Level IV, with a minimum usage period of 10 years.
The project aims to overcome landslides and damage caused by natural disasters, stabilize flow, protect 90 households, 160 hectares of rice fields, 2.5 hectares of aquaculture and technical infrastructure works in the area.
According to Lao Dong, after starting construction from October 1, 2025, contractors are mobilizing maximum human resources and machinery to speed up progress, and soon complete the project and put it into use.



Talking to reporters, a representative of Long Lam Dien Bien Private Construction Enterprise, one of the contractors, said: "The unit assigned to build the embankment with a total length of about 700m. Currently, we maintain about 20 workers working continuously at the construction site, and have completed more than 200m of construction".
This contractor added that the unit is striving to complete the package before December 31, 2025.
This 83.5 billion VND anti-erosion embankment project has an investment scale of more than 6.76 km long (including works on the route).
For the embankment on the main stream, build a protective embankment on both sides of the stream with a total length of more than 5.88 km. Of which, the left embankment is more than 4.24 km long, the right embankment is 1.63 km long, the embankment is in the shape of a heavy concrete embankment, with a concrete structure of M200.
The project on the route includes the construction of: 8 drainage culverts, 58 locations of steps up and down and a culvert overflowing the stream.



Branch stream 1 and branch stream 2 will build embankments on both sides of the stream with total chieuits of 333 m and 448 m respectively. Branch stream 3 is a vertical wall about 99 m long.
Previously, on October 27, a working group of the Ministry of Agriculture and Environment led by Deputy Minister Vo Van Hung inspected the project.
Deputy Minister Vo Van Hung suggested that units closely follow the plan, construct according to the design, ensure the quality of the project, contribute to adapting to climate change and sustainably developing the residential area along the stream.
