It has been more than 10 years since the Noi Bai - Lao Cai Expressway was put into operation, along with strong growth in vehicle traffic volume, especially heavy trucks, many sections of the route have now been damaged and degraded.
The project to periodically repair damaged road surfaces and traffic safety systems has a total investment of more than 241 billion VND, implemented from the end of February 2025.
This project belongs to group B, invested by Vietnam Expressway Corporation (VEC).
Of which, the SCMD1-NBLC-2024 package (construction of the Km0+00-Km123+00 section) was won by 703 Investment and Construction Joint Stock Company.
Package SCMD2-NBLC-2024 (construction of section Km123+00-Km244+155) by the consortium of 238 Traffic Construction Investment and Management Joint Stock Company and Van Xuan Construction Equipment and Equipment Joint Stock Company - won the bid.
At the end of April, according to the reporter of Lao Dong Newspaper on the Noi Bai - Lao Cai Expressway, the construction units are mobilizing human resources, equipment, machinery, and materials to repair damaged road surfaces in some sections of the route.
Sharing with reporters, driver Ha Van Trong (Lai Chau - Hanoi route) - said: "This Noi Bai - Lao Cai expressway has been degraded a lot. The quality of the road surface is also very poor, many sections do not have hard median strips, causing a very high risk of traffic accidents. We hope the repair will be completed soon to reduce congestion on the route".
Through observation, under the hot weather of summer, road repair workers are still working hard. The sound of cutting machines and hammers resounding in the hot weather.
However, on some sections of the route, contractors using vehicles showing signs of being oversized and overloaded to carry materials for construction.
Deputy Director of the Noi Bai - Lao Cai Expressway Operation Center Nguyen Van Khuong said: "To minimize the risk of accidents, the construction unit will develop measures to ensure traffic safety. At night, unconstructed machinery will be neatly gathered on one side of the road.
The repair is scheduled to be completed in June. During the April 30 holiday, May 1, the traffic volume increased, construction units had to increase traffic safety and handle congestion".
Recently, VEC has submitted to competent authorities a plan to expand the Yen Bai - Lao Cai section with a total length of 121.33km (section Km12+090-Km244+155), with a complete investment scale of 4 lanes.
The total investment is more than VND 7,600 billion, of which VEC mobilized more than VND 4,600 billion and the State budget capital is more than VND 3,000 billion.
The unit plans to start the Noi Bai - Lao Cai Expressway Expansion Project in the Yen Bai - Lao Cai section in the fourth quarter of 2025.
Among the units constructing the repair of the Noi Bai - Lao Cai expressway, Traffic Construction Investment and Management Joint Stock Company 238 was the winning and constructing 9 packages with a total capital of more than 237 billion VND invested by VEC.
This enterprise is also a contractor for a series of packages at project boards and road management areas under the Ministry of Transport (now the Ministry of Construction) such as: Road Technical Center 1 with 15 packages, total winning bid value of more than 431 billion VND; Road Management Area I with 6 packages, total winning bid value of more than 322 billion VND; Road Management Area IV 1 package, winning bid value of more than 104 billion VND; Project Management Board 3 with 6 packages, winning bid value of more than 156 billion VND.
