The People's Committee of Dong Nai province will submit a Draft Resolution on unifying the People's Committee of Dong Nai province as the competent authority to implement the Ben Thanh - Suoi Tien Metro Line extension investment project to the Provincial Administrative Center and Long Thanh International Airport, under the public-private partnership method passing through the area of 2 provincial-level administrative units (Dong Nai province and Ho Chi Minh City), to submit to the Provincial People's Council for consideration at the meeting on December 9-10.
The investment project to build an extension of the Ben Thanh - Suoi Tien Metro line to the Provincial Administrative Center and Long Thanh International Airport (Long Thanh airport) has a basic route following the plan, starting from S0 station in Tan Van, the route goes in the planned route, crosses Dong Nai river and goes along National Highway 1, connecting to the SC station of the new administrative center; then the route follows the planned corridor of the Bien Hoa - Long Thanh railway line, along DT.771, cutting through the Ho Chi Minh City - Long Thanh expressway, connecting to SA station and then following the planned corridor for railway routes to Long Thanh airport.
The total length of the route is about 41.4 km, including 3 main sections:
Section 1 from S0 station to the central administrative station (SC), about 6.1 km long; Section 2 from the central administrative station (SC) to SA station (to the Thu Thiem - Long Thanh railway line), about 28.2 km long; Section 3 (to the airport) is about 7.1 km long (new route and goes parallel to the Thu Thiem - Long Thanh metro line, North-South high-speed railway).
Technology type: DSDT MRT.
The maximum design speed is 120 km/h (90 km/h in the tunnel) and the maximum operating speed is 110 km/h (80 km/h in the tunnel).
Use an export-to-road dynamic train (EMU); 1,435 mm track (double track); Radio control signal system (CBTC), allowing level 4 automatic operation (GoA4); 1500V DC one-way power supply (elevated power supply) or 750V DC (third rail power supply).
The total preliminary investment is about 60,261.8 billion VND (of which the cost of compensation and resettlement support is about 4,323.2 billion VND).
The implementation period is from 2025-2029.
According to the submission, the current transportation system connecting Dong Nai province and Ho Chi Minh City is mainly based on 3 transportation methods: road, rail, waterway, in which road transport is the main method of transportation. However, with the increasing density of vehicles, existing road routes have been overloaded, causing continuous congestion such as National Highway 1, National Highway 51...
However, in the past time, the routes connecting the two provinces have been directed to be implemented such as the beltway, expressway, and regional linkage. However, it has not yet met expectations and needs for connecting traffic, especially when Long Thanh International Airport was officially put into operation.
At the same time, the need to connect Tan Son Nhat airport and Long Thanh international airport is very urgent to ensure parallel operations between the two airports. Long Thanh airport will receive a part of the passengers and goods from Tan Son Nhat when it comes into operation.
Therefore, early research and implementation of other connecting transport projects such as metro, high-speed railway, connecting bridges on inter-regional routes... is extremely necessary to meet the need for traffic connection, reduce travel time, especially contributing to shortening the connection distance and travel time from Tan Son Nhat airport to Long Thanh international airport.
The Provincial People's Council will consider 49 draft resolutions
The 8th session of the 10th Dong Nai Provincial People's Council will be held on December 9 and 10, 2025. At this session, the Provincial People's Council will consider 49 draft resolutions. This is the largest number of draft resolutions considered at a session since the beginning of the 2021-2026 term.
