Accordingly, at the end of 2025, the Ministry of Construction issued Decision No. 2442/QD-BXD on establishing the people's ownership of assets formed from the National Highway 1 Construction Project, the section bypassing Thanh Hoa city, the eastern bypass, invested in the form of a construction - business - transfer (BOT) contract.

According to the decision, the list of assets established for total people's ownership includes the entire road traffic infrastructure system of the eastern bypass of Thanh Hoa city, with a total length of nearly 10km.
The handed over assets include the road section from Km0+00 to Km9+980.32 and 5 large bridges: Tran Hung Dao bridge, National Highway 47 overpass, Dong Hai bridge, Vinh Canal bridge and Quan Nam bridge.
In addition to the road and bridge works, the transferred assets also include toll stations, operating houses and many other auxiliary works and equipment built and put into operation since 2012.

After establishing the entire people's ownership of the road and the above works, in January 2026, the Bim Son toll station in Quang Trung ward, Thanh Hoa province was dismantled by functional agencies after nearly a decade of being abandoned, blocking National Highway 1A.
According to reporters of Lao Dong Newspaper, in addition to dismantling the above toll station, functional agencies have also repaired and asphalted the eastern bypass of Thanh Hoa city, after many years this road has deteriorated and been damaged but has not been repaired.
Up to now, the construction unit has completed the repair and asphalt paving of the section from the BigC roundabout intersection to the National Highway 47 overpass area, with a length of about 4km.


For the section from the overpass of National Highway 47 to the Quan Nam bridge area, the construction unit is continuing to implement repairs.
It is known that previously, the above road had not been repaired for many years because the investor and state management agency had not completed the final settlement. Therefore, the investor has not handed over the project to the state management agency to carry out maintenance and repair.
