According to the latest instructions from the People's Committee of Hung Yen province, localities in the province must urgently deploy measures to respond to storms, ensure the safety of people, vehicles and infrastructure.
The Provincial People's Committee requests localities to strengthen inspection, review and reinforcement of houses, advertising signs, and public works, especially in high-risk areas such as riverside and low-lying areas. At the same time, the power grid and telecommunications systems must be inspected and promptly handle points at risk of insecurity.
One of the key requirements is to complete the relocation of people and workers in riverside areas and dangerous areas to safe places before 5:00 p.m. on July 21. This is a measure to proactively respond to strong winds, heavy rains and flooding that may occur when the storm makes landfall.
At the same time, the inspection and anchoring of boats in the province also needs to be completed before 10:00 on July 21, to avoid the situation of boats damaged, drifting, or causing unsafety to people working in the fishing industry.
Notably, the province plans to issue a sea ban from 6:00 p.m. on July 20, requiring all watercraft not to go to sea to ensure absolute safety during the storm affecting the Northern and North Central regions.
The Provincial People's Committee also assigned the task to departments and branches, especially press, radio and television agencies in the province, to strengthen propaganda work, continuously update information on storm developments and instructions on natural disaster prevention and control, helping people proactively prevent, not panic but also not be subjective.
The police, military, medical forces, and local rescue and relief organizations are ready to support when an emergency situation occurs.
The Provincial People's Committee emphasized that all localities and units must strictly comply with the prescribed deadlines, timelines and storm prevention and control measures, not to let passive and confused situations occur when the storm makes landfall.
Meanwhile, in Da Nang, on July 20, the Chairman of the Da Nang People's Committee issued a telegram requesting departments, branches, sectors, localities and related units to urgently deploy measures to respond to storm No. 3 according to the direction of the Prime Minister in Official Dispatch 112/CD-TTg dated July 19, 2025.
Accordingly, the Chairman of the City People's Committee requested units to closely monitor the situation, proactively deploy natural disaster prevention and control work, especially in tourist areas, coastal areas, islands, mountainous areas, places for aquaculture, fishing, mineral exploitation, etc.

The City Military Command is assigned to direct the Border Guard force to notify and instruct ships to proactively prevent storms, organize counting, maintain communication and prepare a sea ban plan if necessary.
Timely notify owners of vehicles and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid; escape or not enter dangerous areas (especially pay attention to vehicles operating in the waters of Hoang Sa and the Gulf of Tonkin); call on boats to urgently return to shore or seek safe shelter.
Proactively plan to ensure the safety of ships and have appropriate production plans, ensure safety of people and property, maintain communication to promptly handle possible situations; continue to organize counting and regularly report the situation of ships to the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Da Nang City.
Based on the developments of storm No. 3, proactively decide to ban fishing vessels, transport vessels, and tourist vessels from the sea.
