Commune committees must ensure policies for disaster response participants without health insurance who are sick

The People's Committee of the commune must ensure funding for implementing the regime for the commune-level disaster prevention and control force for people who do not participate in health insurance if they are sick or have an accident.

Article 18 of Decree 131 stipulates the authority of the People's Committee at the commune level in the field of dykes and natural disaster prevention and control as follows:

- Organize the implementation of management, protection, maintenance, upgrading, and consolidation of dykes and dyke protection in the area; implement the plan for developing the dyke system, flood prevention and control plans of the river with dykes in the area in the provincial planning, investment plan for construction, restoration, upgrading, consolidation, protection, and use of dykes and dyke protection; synthesize and manage information and data on dykes and dyke protection in the locality; mobilize forces, materials, and means to protect dykes and overcome the consequences of floods, inundation, and storms on dykes as prescribed in Clause 2, Article 43 of the Law on dykes, which has been amended and supplemented in the Law amending and supplementing a number of articles of the Law on Natural Disaster Prevention and Control and the Law on dykes.

- Mobilize the collection, reception and allocation of resources for emergency relief and medium-term support as prescribed in Point c, Clause 2, Article 33 of the Law on Natural Disaster Prevention and Control, which has been amended and supplemented in the Law amending and supplementing a number of articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes.

- Performing the responsibility for natural disaster prevention and control as prescribed in Clause 1, Article 43 of the Law on Natural Disaster Prevention and Control.

- Ensure funding for implementing policies and regimes for commune-level disaster prevention shock forces for people who do not participate in health insurance if they are sick, have an accident, or are injured as prescribed in Clause 6, Article 35 of Decree No. 66/2021/ND-CP dated July 6, 2021 of the Government detailing the implementation of a number of articles of the Law on Natural Disaster Prevention and Control and the Law amending and supplementing a number of articles of the Law on Natural Disaster Prevention and Control and the Law on Dikes.

- Organize appraisal and decision on support according to authority or synthesize reports to the Provincial People's Committee as prescribed in Point b, Clause 2, Article 6 of Decree No. 9/2025/ND-CP dated January 10, 2025 of the Government regulating policies to support agricultural production to restore production in areas damaged by natural disasters and pesticides.

- Confirming the damage caused by natural disasters by domestic and foreign economic organizations in the area as prescribed in Point k, Clause 1, Article 13 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Natural Disaster Prevention and Control Fund.

- Synthesize the list of subjects specified in Point i, Point k, Clause 1 and Clause 2, Article 13 of Decree No. 78/2021/ND-CP to submit to the Chairman of the Provincial People's Committee for decision on exemption, reduction, and postponement of contributions to the Natural Disaster Prevention and Control Fund as prescribed in Clause 1, Article 14 of Decree No. 78/2021/ND-CP.

- Develop a plan to collect the local Natural Disaster Prevention and Control Fund according to the provisions of Clause 6, Clause 7, Article 15 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Natural Disaster Prevention and Control Fund.

- Proposing the need for support from the provincial-level Natural Disaster Prevention and Control Fund as prescribed in Clause 3, Article 17 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Natural Disaster Prevention and Control Fund, a number of articles have been amended and supplemented in Decree No. 63/2025/ND-CP dated March 5, 2025 of the Government.

- Transfer to the account of the Provincial Fund the minimum amount of 72% of the fund revenue in the area prescribed in Point a, Clause 2, Article 16 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Natural Disaster Prevention and Control Fund.

- Publicly publicize the collection results, list of domestic and foreign economic organizations that have paid funds in the area as prescribed in Clause 3, Article 20 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Natural Disaster Prevention and Control Fund.
