Mr. Nguyen Dinh Chau (55 years old, residing in Trung Thanh village) - the house opposite the abandoned Thach Huong commune headquarters - sadly said: "Up to now, in the 5th year, this headquarters has been abandoned since merging with Thach Tan commune and Thach Lam commune to become Tan Lam Huong commune since 2020".
According to Mr. Chau, the most regrettable thing is that the hall in the old Thach Huong commune headquarters was just completed with a budget of 8 billion VND, only used for 1 year and then merged into the commune, so it was abandoned along with the headquarters. "There needs to be some solution to put it into use, but seeing it as a waste is very painful" - Mr. Chau said.
Bui La Nhan commune (Duc Tho district) merged from 3 communes of Bui Xa, Duc La, Duc Nhan since 2020, until now, the old headquarters of Duc La and Duc Nhan communes have not had any solutions to handle.
Mr. Nguyen Xuan Linh - Chairman of Bui La Nhan Commune People's Committee - said that although he knew it was a waste, in meetings and meetings with voters, people were many upset and proposed solutions to deal with the old abandoned headquarters but could not do anything.
It is worth mentioning that while the old headquarters is abandoned, the new headquarters of Bui La Nhan commune has just been built with a total cost of 12 billion VND, which is about to be completed, according to the Chairman of Bui La Nhan Commune People's Committee, it is expected to be put into operation after another month. When the new headquarters is put into use, in Bui La Nhan commune, there will be a surplus of the old Bui Xa commune headquarters.
In the period of 2019 - 2021, Ha Tinh province reorganized 80 commune-level administrative units, reducing 46 communes, so many old commune headquarters are still abandoned, which is a waste, with facilities increasingly degraded and damaged.
Implementing the arrangement of administrative units in the period of 2023 - 2025 in Ha Tinh, in this locality, there are 7 surplus houses and land facilities as headquarters of district-level agencies and units in Loc Ha district (old) and 9 surplus commune People's Committee headquarters in some other districts and towns. There are still a series of headquarters of some agencies, departments and branches moving to new locations, so the old headquarters are currently abandoned, shabby and wasteful.
Continuously urging
Recently, at many sessions of the Ha Tinh Provincial People's Council, delegates have questioned solutions to handle surplus headquarters to avoid prolonged waste. The People's Committee of Ha Tinh province has also issued many documents urging and assigning tasks to relevant departments, branches and localities to review, synthesize, and advise on handling surplus real estate facilities and headquarters in the area.
Mr. Nguyen Quoc Huong - Deputy Director of the Department of Finance of Ha Tinh province - said that most recently, on February 20, the People's Committee of Ha Tinh province issued a document assigning management and handling 7 surplus houses and land of the old Loc Ha district after merging into Thach Ha district.
Accordingly, the People's Committee of Thach Ha district was assigned to preside over and coordinate with relevant agencies and units to implement management, use, protection, ensuring to avoid loss, deterioration, and damage to assets and study and propose specific solutions to effectively handle surplus real estate facilities.
Mr. Nguyen Quoc Huong shared that it is still very difficult to handle surplus headquarters. Discussing the handling of surplus headquarters, Mr. Nguyen Xuan Ninh - Chairman of Tan Lam Huong Commune People's Committee shared that the difficulty is in handling assets, because the construction design and function of the headquarters are not suitable for units and enterprises that need to buy and put them into use.
