Why is the largest industrial park in Lang Son still slow in clearing land

VSIP Lang Son Industrial Park (IP) is still behind schedule in site clearance.

On November 16, information from the Steering Committee for compensation and site clearance for key projects in Lang Son province said that among the province's 8 key projects, the VSIP Lang Son Industrial Park Infrastructure Investment, Construction and Business Project still has many problems in site clearance.

Accordingly, the VSIP Lang Son Industrial Park Infrastructure Investment and Business Project was approved by the Prime Minister in Decision No. 501 dated May 15, 2023, with a total land use area of ​​599.76 hectares.

Phase 1, the recovered area is 200 hectares with over 587 affected cases.

Up to now, the project has carried out 495 counts, completed Phase 1 counts of 100% of the area; approved compensation and support plans for 340 cases with a total amount of VND 213.82 billion.

The project also paid 272 cases with the amount of 145.72 billion VND/68.48 hectares.

The result of handing over the site was 68.48 hectares, reaching 34.24% of the total area of ​​the phase. At the same time, 710 graves were counted, 365/710 graves were moved out of the area, reaching 51.4% of the total number of graves.

According to the general assessment of the Steering Committee for compensation and site clearance for key projects in Lang Son province, the project ensures overall progress, however, the project's site clearance progress has not been ensured according to the set plan with the required area of ​​phase 1 site clearance of about 200 hectares, before March 31, 2024.

Talking about the difficulties and obstacles, Mr. Bui Cong Thang - Director of the Land Fund Development Center of Huu Lung district said that the compensation work for site clearance encountered many difficulties, causing the project to be in a "stuck" state.

Accordingly, from August 1, 2024, the 2024 Land Law and documents guiding the implementation of the Law will officially take effect, including transitional provisions on land recovery, compensation and resettlement support when the State recovers land as stipulated in Article 254 of the 2024 Land Law.

While waiting for the Provincial People's Committee to issue a decision regulating new unit prices according to the 2024 Land Law, the People's Committee of Huu Lung district requests the Provincial People's Committee to allow the continued application of unit prices for new construction of houses, works and architectural structures in Decision No. 26 dated October 13, 2022.

Unit prices for crops and livestock are applied according to Decision No. 02 dated January 5, 2024; compensation policy mechanism in Decision No. 07 dated April 16, 2021 to approve compensation and support plans for ongoing projects.

Previously, in October 2024, the People's Committee of Lang Son province issued a document urging to speed up the construction progress of VSIP Lang Son Industrial Park.

Accordingly, the province requires the investor to speed up the progress of technical infrastructure construction for the area that has been handed over, ensuring sufficient conditions for project implementation; at the same time, the investor is required to coordinate with the People's Committee of Huu Lung district in site clearance, promptly arrange funds to pay households according to the approved compensation and support plan and implement investment in technical infrastructure of the project.

The leaders of Lang Son Provincial People's Committee also requested Huu Lung district to continue to speed up the compensation and resettlement support of the project; at the same time, continue to approve additional projects and make payments for cases where compensation and support plans have been approved.

VSIP Lang Son Industrial Park has a scale of 600 hectares with a total investment of more than 6,361 billion VND, deployed in Ho Son and Hoa Thang communes, Huu Lung district. Up to now, this is the largest industrial park in the border province.

According to the investor, phase 1 of the project will come into operation in the third quarter of 2025. Phases 2 and 3 will be completed in September 2026 and September 2027, respectively.

After completing all 3 phases, VSIP Lang Son Industrial Park is expected to provide jobs for about 40,000 workers.
