Up to now, Ninh Binh province has completed the development of the Project to study the possibility of forming Ninh Binh International Airport (hereinafter referred to as the Project) with a total investment of more than VND 23,000 billion and put into operation from 2029.
On December 9, speaking with a reporter from Lao Dong Newspaper, a representative of the Ninh Binh Provincial People's Committee said that the Provincial People's Committee had submitted a document to the Prime Minister and the Ministry of Construction on the Project. Ninh Binh province proposed that the Prime Minister and the Ministry of Construction consider and decide to add Ninh Binh International Airport to the overall planning of the national airport system for the period 2021 - 2030, with a vision to 2050.
Ninh Binh International Airport is proposed to be built in Liem Tuyen ward and Binh Luc and Binh My communes. This is a strategic location, about 7km from Phu Ly ward, about 21km from Nam Dinh ward and about 30km from the center of Ninh Binh province, about 19km from Tam Chuc pagoda tourist area and about 30km from Bai Dinh - Trang An tourist area.
The planned area is about 664 hectares, the total investment is VND23,216 billion, expected to start construction from 2027 and be put into operation in 2029. The scale is an airport level 4E (according to ICAO standards) and a military airport level I. The runway includes 2 runways (over 3,800m and 3,200m long). The designed capacity is expected to welcome 5 million passengers/year by 2030 and increase to 10 million passengers/year by 2050.
The financial plan is developed by Ninh Binh province according to the public-private partnership (PPP) model to reduce the burden on the state budget. By 2030, the State capital will support about 45.25%, the investor's mobilized capital will be about 54.75%. The expected payback period is about 27 years.
The formation of Ninh Binh International Airport is expected to create new economic development space, connect key economic regions and effectively exploit the tourism potential of the ancient capital. At the same time, the project also opens up job opportunities, increases income for people and attracts large domestic and foreign investors.
"The province's viewpoint and goal is to unify and express the highest determination to focus on planning and building Ninh Binh Airport, ensuring compliance with the General Planning of the province and the National Airport Planning for the period 2021 - 2030, with a vision to 2050. Currently, the People's Committee of Ninh Binh province is waiting for comments from the Prime Minister and the Ministry of Construction to implement the next steps" - said a representative of the Ninh Binh Provincial People's Committee.
