Land disputes slow public investment disbursement

According to the Provincial People's Committee, although the disbursement progress of public investment capital has positive changes, Vinh Long's disbursement rate is still lower than the national average. Difficulties in site clearance, construction material sources and investment procedures continue to affect the progress of many projects.

In 2026, the province was assigned a public investment capital plan of more than 13,845 billion VND. By the end of the first 6 months of the year, the locality had disbursed about 4,172 billion VND, reaching 30.1% of the plan assigned by the Prime Minister.

Right from the beginning of the year, the province focused on drastically directing the management and administration of public investment to mobilize and effectively use resources to serve socio-economic development. Investors proactively develop plans, mobilize human resources, equipment, and materials, and at the same time coordinate with departments, branches, and localities to remove obstacles related to land, site clearance and construction materials.

Currently, many key projects are being accelerated, such as Dinh Khao bridge, National Highway 57 bypass, Vinh Long City climate change adaptive urban development project, freshwater reservoir along Lang The River, Ben Tre Provincial General Hospital, Ba Lai 8 bridge and road to Dinh An Economic Zone.

Along with that, the province promotes regional connection projects such as expressways CT33, CT36, Dai Ngai bridge, Co Chien 2 bridge, expanding National Highway 60 and coastal roads, contributing to improving connectivity capacity, creating motivation for socio-economic development and regional linkage of the Mekong Delta.

Accelerate disbursement associated with quality assurance

In order to remove bottlenecks, from the beginning of the year to now, leaders of the Provincial People's Committee and departments, branches, and localities regularly inspect the site, urge construction, site clearance and promptly handle arising problems.

Surveying the Dinh Khao bridge and National Highway 57 bypass project in June 2026, Mr. Phan Chi Cuong - Deputy Head of the Provincial Traffic Project Management Board - said that the Dinh Khao bridge project is allocated more than 1,000 billion VND of capital in 2026, affecting about 300 households in Phu Phung and Nhon Phu communes, with compensation costs of about 320 billion VND.

The bypass of National Highway 57 is 7.12km long, 6 new bridges are built, and nearly 468 billion VND is allocated. The DT907 phase 2 project is also allocated 257 billion VND and is urgently clearing ground to accelerate construction progress.

Based on the reports of the units, Chairman of the Provincial People's Committee Tran Tri Quang directly considered and directed the removal of each difficulty, ensuring the progress of projects. He emphasized: "Disbursement of public investment capital is a key political task in 2026. Units must focus on drastically and synchronously directing solutions to improve the disbursement rate and efficiency of capital use".

The Provincial People's Committee also launched the emulation movement "Solidarity - Discipline - Proactiveness - Determination - Acceleration of disbursement of public investment capital in 2026" from July 17, 2026 to January 31, 2027. Units implement the motto "clear people, clear tasks, clear progress, clear responsibilities, clear results", accelerate compensation, resettlement, site handover, administrative procedure reform and remove difficulties in construction materials.

The province sets a target to disburse at least 60% of the capital plan by September 30, 2026, reach 90% by December 31, 2026 and complete 100% by January 31, 2027.

Accelerating disbursement must be associated with ensuring the quality of works, investment efficiency, completing on schedule, creating motivation to implement the province's socio-economic growth target in 2026," the Chairman of the Provincial People's Committee added.
