On the afternoon of October 7, confirming with the reporter of Lao Dong Newspaper, Mr. Dinh Ky Giang - Deputy Director of the Department of Industry and Trade of Lang Son province said that due to prolonged heavy rain, the amount of water pouring in quickly and strongly caused the Bac Khe Hydropower Dam (Tan Tien commune) to break.
Mr. Giang said that the Bac Khe hydropower dam broke at around 1:00 p.m. the same day.
The project has a capacity of 2.4 MW, located in Tan Tien commune, Lang Son province, on the Bac Khe river (a small branch of the Ky Cung river) with a reservoir capacity of about 4 million cubic meters of water.
According to the leader, the dam break is likely to directly affect the downstream area, especially the communes of That Khe and De Tham.
Currently, the authorities have urgently notified all relevant communes and are implementing response and relocation plans to ensure the safety of people in the downstream area.

The leader of the Department of Industry and Trade also said that the parties are closely monitoring the developments and deploying forces on the spot, and at the same time advised people not to spread unverified information to avoid causing panic in the community.
Previously, according to information from the Lang Son Provincial Hydrometeorological Station, due to the influence of low pressure areas (weakened from storm No. 11) combined with high-altitude wind convergence, from early morning to the night of October 7, areas in Lang Son province will have heavy rain, some places with very heavy rain and thunderstorms with common rainfall of 50-120mm, locally over 200mm.

At 8:00 a.m. on October 7, the water level at Huu Lung hydrological station was 19.93 m, above alert level 3 by 93 cm.
In the next 6-12 hours, floods on the Trung River will continue to rise rapidly and fluctuate at above alert level 3. The Bac Giang River rose rapidly to above alert level 3 and peaked on the afternoon of October 7.
The water level on some other rivers in Lang Son province is specifically: on the Ky Cung River at Lang Son hydrological station is 251.79m, 21cm below alert level 1; on the Bac Giang River at Van Mich hydrological station is 190.81m, 81cm above alert level 3.
