Recently, in Quang Ha commune, there has been a situation where people arbitrarily encroach on water surfaces and tidal flats to raise spontaneous aquatic products, causing negative impacts on the marine environment and the order of tidal management.
After many propaganda campaigns to help people understand the provisions of the law, from August 2025 to now, Quang Ha commune has organized many inspections and handled violations.
From November 21 to 24, 2025 alone, the locality has established many working groups to clean up water surfaces and tidal flats, dismantle about 220 hectares of cages, rafts and illegal Rural Development works; draw up administrative fines for more than 30 violations.
However, after reviewing, many households still do not comply with self-dismantling the illegal construction; do not report to the authorities, continue to plant stakes, spread nets, and release seeds; and even re-offend after being handled.
These acts have a negative impact on the marine environment, affecting waterway traffic and making management difficult.
To restore discipline, the People's Committee of Quang Ha commune continues to issue notices requiring violators to urgently dismantle all illegal construction works, strictly complying with regulations.
The People's Committee of the commune also issued a document requesting the People's Committees of neighboring communes and wards: Quang Duc, Duong Hoa, Cai Chien, Mong Cai 1, Mong Cai 2, Mong Cai 3, Hai Ninh and Vinh Thuc, to coordinate in propagating and mobilizing households and individuals with permanent addresses in the locality who are operating illegal scientific research in Quang Ha commune to strictly comply with the provisions of the law on aquatic products and the announcement of the People's Committee of Quang Ha commune.
From December 5 to 7, 2025, the People's Committee of the commune continued to mobilize forces to handle and dismantle the entire area of illegal aquaculture stakes and nets of organizations, households and individuals that had not been licensed by competent authorities.
After 3 days of drastic deployment, authorities and organizations have dismantled nearly 100 hectares of illegal deposits and nets.
From November 21 to December 8, 2025, the local government of Quang Ha commune has handled and dismantled over 300 hectares of illegal Rural Development area.
The campaigns not only help clean up water surfaces and tidal flats, but also raise people's awareness of complying with the law, not planting stakes, spreading nets, or releasing seeds in unlicensed areas.
The strict handling, without exception for violations demonstrates the determination of the Quang Ha commune government in restoring order, protecting the ecological environment, effectively managing marine resources and ensuring discipline in Rural Development activities.
