However, to date, no commune has maintained the 19 criteria. The remaining 11 extremely difficult communes met from 6 to 11 criteria, with an average of 7.64 criteria/commune.
Huong Hoa sets a goal that by 2025, there will be 3 more communes meeting new rural standards; 40% of villages in extremely difficult communes meet new rural standards (38 villages).
However, the results achieved in the district are very low and are facing difficulties. For example, the communes registered to meet new rural standards for the period 2021 - 2025 are communes in region III, with difficult economic conditions, low income, high multidimensional poverty rate, and most of the infrastructure has not been completed. complete investment.

Communes that met the standards in 2015 and 2016 have made efforts to complete the criteria and targets that have not been met according to the criteria sets of the two periods 2021-2025 but it is still difficult to implement. Similarly, communes that met the standards in 2017 and 2018 had some criteria that were met at the minimum level or some criteria that were allowed to be applied and owed. But currently, mobilizing resources to complete the criteria that have not been met according to the set of criteria for the 2021 - 2025 period is beyond capacity.

First of all, departments and branches need to promote the role and responsibility of steering committee members in guiding and supporting localities to complete and improve the quality of criteria. In particular, it is to effectively carry out sponsorship work for difficult communes.
In addition to the support of the province, district and related sectors, communes that have achieved new rural areas need to proactively develop plans and organize the implementation of new rural construction programs in a scientific and methodical manner, avoiding chasing achievements.
