Recently, Lao Dong Newspaper has received feedback from people in Phu Minh village (Thuong Hoa commune, Minh Hoa district, Quang Binh province) about the land taken from the production forest being used to level the land of the resettlement project being implemented in the locality.
Recognizing the reporter's reality shows that every day the truck goes in and out of the hill to the resettlement area more than 200m to scoop the land to bring back the floor. Phu Minh village resettlement project is invested by the Project Management Board and Development of the Land Fund of Minh Hoa district, in order to arrange a new place for about 12 households in the village. However, according to the initial reflection and investigation, the construction unit did not use the land according to the licensed estimated source, but took the land from a production forest managed by local households, has not passed the legal exploitation procedures.
Mr. Doan Phuc Hanh - Director of the Project Management and Land Fund Development Board of Minh Hoa District (Quang Binh Province) - said that he is coordinating with local authorities to clarify the use of illegal land to dump into the Phu Minh resettlement area project (Thuong Hoa Commune, Minh Hoa District). According to Mr. Hanh, in the initial estimate, the land source for leveling was determined to be taken from the land mine in Trung Hoa commune, not from the nearby production forest area.
The leader of the People's Committee of Thuong Hoa commune also confirmed that the area of land taken is production forest land, owned by a household in Phu Minh village. This person intended to renovate the land to make a farm and allowed the construction unit to "borrow land" to pour into the project. However, the above behavior is contrary to regulations, because this area is not a licensed mine.
Immediately after discovering the incident, Thuong Hoa commune made a record of the scene and suspended the land acquisition in the production forest area.
Initial statistics show that more than 900m3 of land has been transported to the resettlement area. The commune has also invited the owner and construction unit to work, however, the landowner is currently present at the hospital so he cannot complete the handling procedures.
A source from Lao Dong Newspaper said that the People's Committee of Minh Hoa district has directed relevant units to temporarily suspend all filling and leveling construction activities and make records of administrative violations against relevant departments. The district is completing the dossier to administratively sanction the parties involved.
